Recommendation
Acting as the governing body of Bloomington Recreation and Park District:
1. Approve the Capital Improvement Program - Ayala Park Monument Project in the amount of $180,000.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post budget adjustments as detailed in the Financial Impact section, for the Bloomington Recreation and Park District - Ayala Park Monument Project (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). This item seeks authorization for the use of $180,000 from the Bloomington Recreation and Park District (BRPD) available reserves to fund costs for the BRPD’s - Ayala Park Monument Project (Project).
The following 2024-25 budget adjustments to the BRPD - Capital Improvement Program fund are being requested to proceed with the Project:

Sufficient appropriation for the Project will be included in future recommended budgets, as needed.
BACKGROUND INFORMATION
The BRPD maintains two community parks, Ayala Park and Kessler Park, an equestrian arena, sports fields, and a community center that offer various recreational activities for the community of Bloomington. The Department of Public Works - Special Districts, through its Operations Division, directly manages, operates, and maintains the District, including the parks.
The Ayala Park Monument Project proposes to install a veterans’ monument within an existing roundabout that will serve as a tribute to the bravery, sacrifice, and unwavering dedication of military personnel past and present. The monument will honor individual acts of heroism and embody the County's enduring commitment to supporting and recognizing the profound contributions of our military families. Placing the monument in the roundabout will allow veterans to drive up and pay their respects.
