Recommendation

Approve the admission of the City of Chino Hills to the Animal Resource Center of the Inland Empire Joint Exercise of Powers Agreement (Agreement No. 25-121) and adjust the contribution formula identified in Exhibit B of the Amended Joint Exercise of Powers Agreement.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost), as the addition of the City of Chino Hills will have no financial impact to the County’s share of cost. The Department of Public Health (DPH) will remain responsible for funding 4% ($208,494) of the initial and subsequent annual operating budget of the Animal Resource Center of the Inland Empire (Resource Center), and 4% (likely between $1,600,000 and $2,000,000) of the construction costs for building the Resource Center’s animal shelter facilities.

 

BACKGROUND INFORMATION

With increased contract costs for animal control and shelter services, various west-end cities entered into a Joint Exercise of Powers Agreement (JPA) and established the Resource Center. The Resource Center aims to deliver cost-effective animal control and shelter services and improve customer service for the community and partnering agencies. The Resource Center is in the process of acquiring a 10.62-acre property in Ontario for its animal shelter facilities. With design and construction expected to take several years, a temporary facility in Ontario is being developed and is expected to be operational by July 1, 2025.

 

On December 5, 2024, the Resource Center Board of Directors unanimously approved a resolution to admit the County into the JPA as a member agency, with the City of Chino, City of Ontario, and City of Montclair approving on January 22, 2025, January 27, 2025, and February 18, 2025, respectively.

 

On February 25, 2025 (Item No. 30), the Board of Supervisors (Board) approved Agreement No. 25-121 for the County to join the JPA as a member agency of the Resource Center.

 

On March 19, 2025, the Resource Center Board of Directors approved a resolution to admit the City of Chino Hills into the JPA as a member agency. Per Agreement No. 25-121, the governing Boards of each member agency must also separately approve the admittance of additional member agencies. The addition of the City of Chino Hills will have no fiscal impact to the share of cost assigned to the County under the JPA.

 

DPH recommends approving the addition of the City of Chino Hills as a member agency of the Resource Center. Adding this new member will expand the JPA service area in the west end, which is served by the Resource Center. The addition of the City of Chino Hills will result in a change in the contribution formula, identified in Exhibit B of the JPA, but the change does not affect the County’s previously approved contribution percentage.
