RECOMMENDATION(S)
Recommendation
1. Approve the Information Sharing Access Agreement with the United States Department of Homeland Security - Federal Emergency Management Agency to obtain a list of properties experiencing repetitive losses by flooding within the County jurisdiction, shared by the Federal Emergency Management Agency, for National Flood Insurance Program claims data and repetitive/severe repetitive loss records.
2. Authorize the Director of the Department of Public Works to sign and submit the Information Sharing Access Agreement with the United States Department of Homeland Security - Federal Emergency Management Agency.
3. Direct the Director of the Department of Public Works to transmit the Information Sharing Access Agreement to the Clerk of the Board of Supervisors within 30 days of submission.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other federal, state, and local funding. The Information Sharing Access Agreement (ISAA) is not an obligation or commitment of funds, nor a basis for transfer of funds.
BACKGROUND INFORMATION
On August 11, 2022, San Bernardino County (County) submitted a letter to the Federal Emergency Management Agency (FEMA) expressing the County’s interest in joining the FEMA Community Rating System (CRS) to enable County residents to be eligible for reduced flood insurance premiums. To continue the process of joining the CRS, the County must sign an ISAA with FEMA to access a list of properties experiencing repetitive losses by flood. The County would then develop a map to pinpoint these areas and provide descriptions of the factors contributing to repetitive loss flooding and potential mitigation strategies to reduce the future flood risks in these identified areas, update mitigation plans, and apply for specific grants.
The purpose of the ISAA is to conduct floodplain management, disaster recovery, CRS activities, update mitigation plans, and apply for grants. Approval of this item will also authorize the Director of the Department of Public Works to sign and submit the ISAA and transmit copies to the Clerk of the Board of Supervisors within 30 days of submission.
