RECOMMENDATION(S)

Recommendation

Adopt Resolution updating the County of San Bernardino’s Designation of Applicant’s Agent Resolution for Non-State Agencies to be filed with the California Governor’s Office of Emergency Services for the purpose of obtaining certain financial assistance from the California Governor’s Office of Emergency Services and the United States Department of Homeland Security’s Federal Emergency Management Agency in a declared disaster.

FINANCIAL IMPACT

This action involves a federal/state program and the use of federal/state funds. Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

On July 25, 2017 (Item No. 19), the Board of Supervisors adopted Resolution No. 2017-162 to update the Designation of Applicant’s Agent Resolution for Non-State Agencies for federal and state aid disaster assistance claims submitted by the County of San Bernardino (County). The California Governor’s Office of Emergency Services (Cal OES) requires that a new resolution be filed by non-state disaster assistance recipients triennially from the last date of approval. Designated County agents are individuals authorized to execute and file County applications and related documents with Cal OES for obtaining federal financial assistance under Public Law 93-288 as amended by the Robert T. Stafford Disaster Relief and Emergency Assistance Act of 1988, and/or state financial assistance under the California Disaster Assistance Act.

 

In compliance with Cal OES requirements to file a new Designation of Applicant’s Agent Resolution for Non-State Agencies triennially, the individuals in the following classifications will be designated as authorized County agents who can file federal and state disaster reimbursement claims on behalf of the County with Cal OES and the United States Department of Homeland Security’s Federal Emergency Management Agency:

                     Deputy Executive Officer

                     Auditor-Controller/Treasurer/Tax Collector

                     Assistant Auditor-Controller/Treasurer/Tax Collector

                     Auditor-Controller/Treasurer/Tax Collector Division Chief

                     Auditor-Controller/Treasurer/Tax Collector Manager

                     Sheriff/Coroner/Public Administrator

                     Undersheriff

                     Sheriff’s Captain - Bureau of Administration

 

The San Bernardino County Fire Protection District, San Bernardino County Special Districts, and San Bernardino County Flood Control District designate their own agents and have governing body resolutions adopted by their respective governing boards.

 

Approval of the recommendation will adopt a resolution designating the individuals in the ten classifications as authorized agents of the County to file applications, request reimbursements, communicate with state and federal agencies, and sign appropriate documents for all state and federal declared disasters.
