RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of County Service Area 18 Cedarpines Park, declare the following equipment as surplus and no longer suitable for the operational needs of the County Service Area 18 Cedarpines Park:

a.                     Equipment No. 049940, a 1987 CAT 926 Loader (Vehicle Identification Number 494Z01912), with an estimated value of $20,000; and

b.                     Equipment No. 051907, a 1991 John Deere 772BH Grader (Vehicle Identification Number DW772BH532873), with an estimated value of $50,000.

2.                     Acting as the governing body of County Service Area 70 Zone M Wonder Valley, declare equipment No. 049945, a 1990 Case 480 F Skip Loader (Vehicle Identification Number JJG0004196), with an estimated value of $10,000, as surplus and no longer suitable for the operational needs of the County Service Area 70 Zone M Wonder Valley.

3.                     Acting as the governing body of County Service Area 20 Joshua Tree, declare equipment No. 057935, a 1988 CASE 480ELL Tractor (Serial Number: 44223297), with an estimated value of $5,000, as surplus and no longer suitable for the operational needs of the County Service Area 20 Joshua Tree.

4.                     Acting as the governing body of the Board Governed County Service Areas, authorize the sale of the surplus fixed assets identified in Recommendation Nos. 1, 2, and 3, to be coordinated through the County Purchasing Department - Surplus Property Division.

5.                     Acting as the governing body of the Board Governed County Service Areas, authorize the Director of the Fleet Management Department to execute all necessary documentation to transfer title of the surplus fixed assets.

6.                     Acting as the governing body of County Service Area 18 Cedarpines Park, authorize County Service Area 18 Cedarpines Park to retain the proceeds from the sale of surplus fixed assets in Recommendation No. 1 and deposit such proceeds into the County Service Area 18 Operating Fund to purchase new equipment in the future.

7.                     Acting as the governing body of County Service Area 70 Zone M Wonder Valley, authorize County Service Area 70 Zone M Wonder Valley to retain the proceeds from the sale of the surplus fixed asset in Recommendation No. 2 and deposit such proceeds into the County Service Area 70 Zone M Operating Fund to repay the loan used to purchase new equipment.

8.                     Acting as the governing body of County Service Area 20 Joshua Tree, authorize County Service Area 20 Joshua Tree to retain the proceeds from the sale of surplus fixed assets in Recommendation No. 3 and deposit such proceeds into the County Service Area 20 Operating Fund to purchase new equipment in the future.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The proceeds listed in Recommendation No. 1 from the sale of the 1987 CAT 926 Loader and 1991 John Deere 772BH Grader, with a combined estimated value of $70,000, will be received by County Service Area 18 Cedarpines Park (CSA 18) for future equipment purchases. The proceeds listed in Recommendation No. 2 from the sale of a 1990 Case 480 F Skip Loader, with an estimated value of $10,000, will be received by County Service Area 70 M Wonder Valley (CSA 70 M) for use in repayment of a loan used to purchase a motor grader, approved by the Board of Supervisors on October 4, 2022 (Item No. 49). The proceeds listed in Recommendation No. 3 from the sale of the 1988 CASE 480ELL Tractor, with an estimated value of $5,000, will be received by County Service Area 20 Joshua Tree (CSA 20) for future equipment purchases. The Department of Public Works - Special Districts (Department) is currently analyzing future equipment needs and will request appropriations for equipment purchases in future mid-year reports, or in future recommended budgets.

 

BACKGROUND INFORMATION

The Department operates a number of vehicles and equipment to manage and administer the operations for CSA 18, CSA 70 M, and CSA 20.  These County Service Areas own and maintain equipment to provide snow removal and road grading services. With the passage of additional California Global Warming Solutions Act of 2006 laws, (such as Senate Bill 32 in 2014 and Assembly Bill 398 in 2017) the surplus assets identified in Recommendation Nos. 1, 2, and 3 no longer meet emission standards.

 

The surplus assets have surpassed 30 years of service and are in need of replacement. Disposing these surplus assets aligns with the County and the Chief Executive Officer’s goals and objectives to improve County government operations and to operate in a fiscally-responsible and businesslike manner, as it is more efficient and cost effective to maintain a newer fleet.

 

Upon surplus declaration, the equipment will be sent to the County’s contracted auction vendors for deposition. This action will be coordinated through the Purchasing Department.

 

The estimated value of $85,000 for the equipment was provided by the Fleet Management Department based on similar sales of motor equipment with generally the same year and engine hours. County Policy No. 12-18 requires Board of Supervisors approval to surplus equipment with an estimated value of $10,000 or more.
