Recommendation

Approve the non-financial Memorandum of Understanding, including non-standard terms, with Housing Authority of the County of San Bernardino, for No Child Left Unsheltered program services, for a total period of July 1, 2025, through June 30, 2030.

This item does not impact Discretionary General Funding (Net County Cost), as this is a non-financial Memorandum of Understanding (MOU).

 

BACKGROUND INFORMATION

The Department of Behavioral Health (DBH) is responsible for providing mental health and Substance Use Disorder (SUD) services to San Bernardino County (County) residents experiencing severe mental illness and/or SUD. An integral part of the service delivery system consists of County-operated and contracted service providers delivering a variety of mental health treatment services. The No Child Left Unsheltered (NCLU) program’s goal is to ensure there are no children living on the street in the County. This approach addresses the ongoing housing instability experienced by families, which is detrimental to the overall health, well-being, and development of children.

 

On April 17, 2015 (Item No. 22) DBH and the Housing Authority of the County of San Bernardino (HACSB) entered into a MOU to provide intensive case management services to homeless unsheltered children and their families. HACSB offers referrals for Behavioral Health Services, Emergency Shelters, Homeless Services - including the Rapid Re-Housing Program and Domestic Violence Services - as needed.

 

On June 2, 2020 (Item No. 13), the Board approved the Contract 20-320 with HACSB for the NCLU program to provide permanent housing subsidies to homeless unsheltered children and their families who are residents of the County.

 

In 2023-24, a total of 24 families were housed and provided case management services through DBH. Issues related to children’s services such as dental and medical care; mental health and SUD services; clothing, furniture, food and other household needs; education; transportation; and safety were addressed. Linkages to Welfare to Work programs, legal aid, life skills educational programs, utility assistance, and domestic violence services were provided to the impacted families. NCLU is an innovative initiative that focuses on housing homeless families with children while concurrently working on the educational and well-being of the children and the economic advancement of the parents.

 

The recommended MOU will allow DBH to continue to collaborate with the HACSB to provide NCLU program services for the duration of the agreement.
