Recommendation
Approve Amendment No. 2 to Cooperative Agreement No. 11-424, effective upon execution by both parties, with the City of Hesperia for the Ranchero Road Corridor Widening project, extending the contract term by three years, for the total term of June 28, 2011, through August 30, 2027, with no change to the not to exceed amount of $9,972,597, of County’s share of the project costs.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Board of Supervisors (Board) allocated Net County Cost in the amount of $5,320,000 in the County’s 2018-19 budget for the Ranchero Road Corridor Widening Project east of Mariposa Road to 7th Avenue, in the Hesperia area (Project).
Amendment No. 2 (Amendment) to Agreement No. 11-424 (Agreement) requires no additional County contribution. The County’s current contribution of $9,972,597 is funded by Net County Cost ($5,320,000), Measure “I” 2010-2040 Local Pass-Through revenue ($2,640,527), Regional Development Impact Fees collected in the Hesperia sphere of influence ($860,000), Senate Bill 1 Local Partnership Program grant funds ($980,000), and the California Department of Resources Recycling and Recovery grant ($172,070). Sufficient appropriation and revenue are included in the Department of Public Works (Department) 2024-25 Road Operations budget (6650002164 TA1591).
BACKGROUND INFORMATION
The Project consists of widening Ranchero Road from two through lanes to a five-lane road that has four through lanes and one continuous left-turn lane. The road’s asphalt concrete will be replaced, and the culverts at several locations will be replaced and constructed anew. Traffic signals will be installed at the intersections of Ranchero Road at Maple Avenue, Cottonwood Avenue, and 7th Avenue, within the City limits, along with other related appurtenant work. The intent of the Project is to construct roadway improvements that will mitigate traffic congestion.
The Project construction is expected to be completed in Summer 2024. Because of the timing of the Project completion and the Agreement’s termination date of August 30, 2024, the City and the County are mutually seeking to extend the Agreement term by three years to allow for sufficient time to reconcile the Project costs, complete the Project close-out phase, and prepare and submit the final invoices to the County for reimbursement.
On June 28, 2011 (Item No. 95), the Board approved the Agreement with the City of Hesperia (City) approving the Project, environmental documentation, and design phases for the Project. The City serves as the lead agency for the Project.
On March 24, 2020 (Item No. 39), the Board approved Amendment No. 1 to the Agreement adding the construction phase and its relevant costs to the Agreement, which increased the County’s share of cost from $577,078 to $9,972,597.
The proposed Amendment to the Agreement, will add electronic submission of the Agreement to paragraph 3.16, and extend the term by three years, for a new total period of June 28, 2011, to August 30, 2027. All other terms and conditions of the Agreement will remain in effect.
Approval of this item aligns with the County and the Chief Executive Officer’s goals and objectives by continuing to work with the City through Project close-out.
