RECOMMENDATION(S)

Recommendation

1.                     Accept Grant Award (Grant Award No. 5 NE11OE000070-04-00) from the Centers for Disease Control and Prevention for Strengthening Public Health Infrastructure, in the amount of $1,688,651, for the period of December 1, 2025 through November 30, 2026.

2.                     Authorize the Director of the Department of Public Health as the Authorized Organizational Representative to execute and submit any non-substantive amendments and/or documents necessary to secure funding, including the grant budget and budget narrative, on behalf of the County, subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit all non-substantive amendments to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). The award in the amount of $1,688,651 from the Centers for Disease Control and Prevention (CDC) for Strengthening Public Health Infrastructure (Grant) funding does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget and will be included in the future recommended budgets.

 

BACKGROUND INFORMATION

The COVID-19 pandemic highlighted the importance of building a resilient public health system, one capable of responding to present demands and anticipating future crises. Grant funding from the CDC supports public health agencies with workforce development (Component A1) and foundational capacity improvements (Component A2).

 

On August 9, 2022 (Item No. 34), the Board of Supervisors (Board) approved and authorized the submission of a Grant application to the CDC, in the amount of $33,018,272 for the period of December 1, 2022 through November 30, 2027.

 

On February 28, 2023 (Item No. 43), the Board approved Contract No. 23-153 (Federal Award No. 1 NE11OE000070-01-00) from the CDC for Grant funding, in the amount of $20,715,347, for the period of December 1, 2022 through November 30, 2023. The award included $19,750,395 in Component A1 funding, and $964,952 in Component A2 funding. The total grant performance period is December 1, 2022 through November 30, 2027, with funding for subsequent years being based on satisfactory programmatic progress and the availability of funds.

 

On July 11, 2023 (Item No. 31), the Board approved Amendment No. 1 to Agreement No. 23-153 (Federal Award No. 6 NE11OE000070-01-00) from the CDC, reallocating funds between budget line items, with no change to the amount of $20,715,347, or the period of December 1, 2022 through November 30, 2027.

 

On September 26, 2023 (Item No. 52), the Board approved and authorized the submission of the 2023 Non-Competing Continuation (NCC) and Annual Progress Report (APR), in the amount of $1,688,651, for the period of December 1, 2023 through November 30, 2024.

 

On February 6, 2024 (Item No. 39), the Board approved Contract No. 24-132 (Federal Award No. 5 NE11OE000070-02-00) from the CDC for continued Grant Component A2 funding, in the amount of $1,688,651 or for the period of December 1, 2023 through November 30, 2024.

 

On July 15, 2024, using the authority delegated by the Board on July 11, 2023 (Item No. 31), DPH submitted the 2024 NCC and APR for continued Grant Component A2 funding, in the amount of $1,688,651, for the period of December 1, 2024 through November 30, 2025. At the time, the NCC submission did not require legally binding documents.

 

On March 11, 2025 (Item No. 32), the Board approved (Agreement No. 25-145) (Federal Award No. 5 NE11OE000070-03-00) from the CDC for continued Grant Component A2 funding, in the amount of $1,688,651, for the period of December 1, 2024 through November 30, 2025.

 

On August 19, 2025 (Item No. 46), the Board approved and authorized the submission of the 2025 NCC and APR, in the amount of $964,952, for the period of December 1, 2025 through November 30, 2026.

 

On November 21, 2025, DPH received an award notice (Federal Award No. 5 NE11OE000070-04-00) from the CDC for continued Grant Component A2 funding, in the amount of $1,688,651, for the period of December 1, 2025 through November 30, 2026.

 

Approval of this item would allow DPH to accept additional Grant Component A2 funding. The funding will be used to continue to improve San Bernardino County’s public health infrastructure by supporting the department’s performance management and accreditation efforts, development of policies and standard practices, updates to the electronic health record system, and improvement of financial management and procurement processes.

 

Recommendation No. 2 requests delegated authority to the Director of DPH as the Authorized Organizational Representative to submit any non-substantive amendments and/or documents necessary to secure funding, including the grant budget and budget narrative.

 

This item is being presented at this time as this is the first date available for presentation following the required operational, fiscal, and legal reviews. Approval at this time will have no impact on program services and activities.
