Recommendation
1. Approve Amendment No. 1 to Professional Services Agreement No. 23-1329 with Quantum Healthcare Medical Associates, Inc. for the addition of rheumatology services, increasing the total contract amount by $563,000 plus variable amounts, from $20,700,000 plus variable amounts, to $21,263,000 plus variable amounts, with no changes to the agreement term of January 1, 2024 through December 31, 2026.
2. Direct the Clerk of the Board of Supervisors to maintain the confidentiality of the amendment pursuant to Health and Safety Code Section 1457(c)(1).

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $563,000 plus variable amounts is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in Arrowhead Regional Medical Center’s (ARMC) 2024-25 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
On December 19, 2023 (Item No. 21), the Board of Supervisors (Board), as a result of a non-competitive procurement, approved Professional Services Agreement 23-1329 (Agreement) with Quantum Healthcare Medical Associates, Inc., (Quantum) for internal medicine services at ARMC in the amount of $20,700,000, plus variable costs, for the period of January 1, 2024 through December 31, 2026.
Amendment No. 1 to the Agreement will enable Quantum to provide rheumatology services at ARMC in addition to the internal medicine services Quantum is currently providing under the Agreement. ARMC has been without these services for several years, due to a shortage of providers in the local region. Rheumatology is an essential service to county residents and patients as it is a medical specialty that focuses on the diagnosis and treatment of conditions that cause inflammation in the joints, muscles, bones, and internal organs.
Pursuant to Health & Safety Code section 1457(c)(1), the records of a hospital or any other county medical facility which reveal the rates of payment for health care services purchased by the hospital or other medical facility are not considered public records subject to disclosure under the California Public Records Act or any other law requiring the disclosure of records for a period of three years following execution of a related contract establishing rates of payment.
ARMC recommends approval of the Amendment, for the safety, health and social services needs of County residents by allowing ARMC to continue to provide patient care at ARMC and associated clinics.
