RECOMMENDATION(S)
Recommendation
1. Accept Grant Award (Grant No. 23-10978) from the California Department of Public Health, for the Ryan White HIV/AIDS Program Part B HIV Care Program in the amount of $3,326,430, for the period of April 1, 2024 through March 31, 2029.
2. Authorize the Chief Executive Officer or Director of the Department of Public Health to accept and execute any subsequent non-substantive amendments and documents, for the period of April 1, 2024 through March 31, 2029, in relation to the Ryan White HIV/AIDS Program Part B HIV Care Program, subject to review by County Counsel.
3. Direct the Director of the Department of Public Health to transmit all non-substantive amendments in relation to the Ryan White HIV/AIDS Program Part B HIV Care Program to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The grant award in the amount of $3,326,430 from the California Department of Public Health (CDPH) does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The HIV Care Program (Care Program) is funded by the Ryan White HIV/AIDS Program Part B (Part B) and is issued to local health jurisdictions annually based on a funding formula allocation and not on a competitive application process. DPH has administered the Part B awards allocated to the County since 1990. The Care Program is part of a comprehensive system of care that includes primary medical care and essential support services for low-income people living with HIV who are uninsured or underinsured. The Care Program seeks to improve the quality, availability, and organization of HIV services, minimize new HIV infections, increase access to care, treatment, and support, and to reduce HIV/AIDS-related health disparities. Services include outpatient medical and dental care, case management, mental health care, substance use disorder treatment, health education, transportation services, and social services.
Services are provided through a network of subcontractors throughout the county The Care Program serves approximately 333 individuals each year at a cost of $2,558 per person.
On January 29, 2024, DPH received a notice from CDPH for the Care Program grant award in the amount of $3,326,430 for the period of April 1, 2024 through March 31, 2029, issued in annual installments of $665,286.
Approval of Recommendation No. 1 will allow the department to accept the total grant funding of $3,326,430 for the five-year term and continue to provide Care Program services to residents living with HIV. Approval of Recommendation No. 2 will allow the Chief Executive Officer or Director of DPH to execute subsequent non-substantive amendments and documents as related to the Care Program, subject to review by County Counsel.
