Recommendation
Award a contract to Southstar Engineering & Consulting, Inc. to provide Construction Management Services for the Glen Helen Parkway Bridge over Cajon Wash Project in the Devore area, in an amount not to exceed $5,292,887.28, for the period of October 22, 2024, through October 21, 2029, or until completion of the project, whichever occurs first.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Department of Public Works (Department) is funded by Gas Tax revenue, fee revenue, and other state and local funding. The contract with Southstar Engineering & Consulting, Inc. (SEC) to provide Construction Management Services for a total not to exceed $5,292,887.28 will be funded by the Federal Highway Administration’s Highway Bridge Program (88.53%) with the local match (11.47%) funded by the General Fund Community Service Upgrades Reserves, as approved by the Board of Supervisors on July 23, 2024 (Item No. 52). Sufficient appropriation and revenue are included in the Department’s Road Operations 2024-25 budget (6650002000 H14646) and will be included in future recommended budgets as necessary.
BACKGROUND INFORMATION
The contract for Construction Management Services for the Glen Helen Parkway Bridge over Cajon Wash Project located in the Devore area (Project) is needed to avoid unnecessary delays in construction and to ensure that it is constructed in accordance with contract requirements. The SEC management team will be composed of a Resident Engineer, Senior Roadway/Structures Inspector, Structural Representative, Office Engineer, and Labor Compliance with support as needed from their Project Manager, and other technical experts. The SEC team is also assisted by their subconsultants in quality assurance, claim avoidance, surveying, environmental compliance, and inspections (source, electrical, and structural).
Under the contract, SEC will provide, but not be limited to, Construction Management Services such as construction management, bidding support, materials testing, inspections, survey staking, and environmental monitoring.
The contract is based on hourly rates for the personnel providing services and direct costs associated with the Project. The final contract cost will be determined by the actual hours worked and direct expenses needed, in an amount not to exceed $5,292,887.28.
SEC will provide complete Construction Management Services for the Project to avoid unnecessary delays in project delivery and to ensure that the Project is delivered in accordance with contract requirements.
PROCUREMENT
On August 19, 2024, the Department released Request for Proposal No. PWG124-LANDD-5379 (RFP) for Construction Management Services through the County’s Electronic Procurement System (ePro). The RFP was sent to 460 vendors who were registered in ePro. On September 19th, 2024, one proposal was received.
A selection committee comprised of three representatives from the Department reviewed the responding firm’s proposal. The selection committee determined SEC’s proposal to be responsive and qualified to perform Construction Management Services for the Project. No appeal/protest letters were received. The committee recommends SEC to provide Construction Management Services for the Project for the period of October 22, 2024, through October 21, 2029, or the completion of the Project, whichever occurs first.
