RECOMMENDATION(S)
Recommendation
1. Approve application to the California Department of Public Health to request an in-kind donation of a Cepheid GeneXpert Xpress testing machine, Hepatitis C Virus Ribonucleic Acid rapid test cartridges, and related testing supplies, valued at approximately $40,000.
2. Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to electronically submit the application requesting an in-kind donation of a Cepheid GeneXpert Xpress testing machine, Hepatitis C Virus Ribonucleic Acid rapid test cartridges, and related testing supplies.
3. Accept the in-kind donation from the California Department of Public Health of a Cepheid GeneXpert Xpress testing machine, Hepatitis C Virus Ribonucleic Acid rapid test cartridges, and related testing supplies, valued at approximately $40,000.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The application from the Department of Public Health (DPH) to the California Department of Public Health (CDPH) will request an in-kind donation value of $40,000 to support the Acquired Immunodeficiency Syndrome (AIDS) Drug Assistance Program. The in-kind donation application request is comprised of a Cepheid GeneXpert Xpress testing machine (Testing Machine), 60 Hepatitis C Virus Ribonucleic Acid rapid test cartridges (Test Cartridges), and related testing supplies for use in Hepatitis C testing of county residents. The in-kind donation request does not require a local match, financial obligation, or other terms restricting the use of the in-kind donation and does not impact DPH’s budget.
BACKGROUND INFORMATION
The CDPH, Office of Sexually Transmitted Infections and Hepatitis C Virus, provides ongoing Hepatitis C grant funding and support to local health jurisdictions to provide public education, outreach, testing, and treatment programs. CDPH purchased Testing Machines and Testing Cartridges to distribute to local health jurisdictions and community-based organizations throughout California.
In order to receive the Testing Machine, Testing Cartridges, and supplies, DPH is required to submit an online application to CDPH by March 31, 2026. The application includes DPH contact information, indication that qualified laboratory staff are conducting the testing, the amount of Hepatitis C testing done in the previous 12 months, and how many Testing Cartridges are being requested.
On February 17, 2026, DPH was notified by CDPH of an opportunity to request an in-kind donation consisting of a Testing Machine, Testing Cartridges, and related supplies for Hepatitis C. Upon CDPH’s approval of the County’s application, the equipment and supplies will be delivered to DPH without execution of additional agreements, which is why DPH is requesting the Board accept the in-kind donation as part of Recommendation No. 3.
In accordance with County Policy 06-01 and Standard Practice 06-01 SP, Board approval is required for acceptance of gifts or donations exceeding $10,000. Approval of Recommendation No. 3 seeks authorization to accept the in-kind donation due to its value of approximately $40,000. Approval of Recommendation No. 2 will authorize DPH to submit the application to CDPH for the in-kind donation at no cost to DPH.
