Recommendation
Approve and authorize the submission of the 2024 Non-Competing Continuation Progress Report to the United States Department of Health and Human Services, Health Resources and Services Administration in order to receive continued funding for the Ryan White HIV/AIDS Program Part A HIV Emergency Relief Grant Program, in the amount of $9,341,142, for the period of March 1, 2024 through February 28, 2025.

This item does not impact Discretionary General Funding (Net County Cost). Funding in the amount of $9,341,142, which will be received following submission of the 2024 Non-Competing Continuation (NCC) Progress Report to the United States Department of Health and Human Services, Health Resources and Services Administration (HRSA) for the Ryan White HIV/AIDS Program Part A HIV Emergency Relief Grant (RW Part A) Program, does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2023-24 budget and will be included in the 2024-25 recommended budget.
BACKGROUND INFORMATION
The HRSA RW Part A funds provide for assistance in developing and enhancing access to a comprehensive continuum of high-quality, community-based medical care and support services for low-income individuals with HIV and their families. DPH accomplishes this via service contracts selected through a competitive Request for Proposals process to serve qualified community members and deliver services established and regulated by the RW Part A Program in San Bernardino and Riverside counties.
RW Part A is a multi-year funded program with a three-year performance period of March 1, 2022 through February 28, 2025. A competitive application was required for the first year of funding, followed by an NCC Progress Report to request continued funding for the remaining years of the three-year grant periods. Funds are expected to be fully expended within the grant period.
The RW Part A Program was enacted in 1990 to provide federal funding for comprehensive primary healthcare and support services for persons living with HIV/AIDS. The program aims to improve health outcomes in areas disproportionately impacted by HIV/AIDS by providing optimal care and treatment to individuals who are low-income, uninsured, and underserved. HIV/AIDS service contracts include medical care, medical case management, mental health services, dental care, substance abuse counseling, early intervention services, medical nutrition therapy, transportation, housing, and food assistance. Minority HIV/AIDS Initiative services are designed to address disparities in access, treatment, care, and health outcomes for racial and ethnic minorities.
San Bernardino and Riverside counties first qualified for RW Part A Program funding in 1994. DPH, acting as the lead agency for the two counties, administers the grant funds including development and submission of the annual grant application, acceptance of the grant award, procurement of service contracts, and assurance of compliance with federal grant requirements.
On September 21, 2021 (Item No. 29), the Board of Supervisors (Board) approved the submission of an application to HRSA for RW Part A Program funding to provide medical care and support services to persons living with HIV/AIDS in San Bernardino and Riverside counties, in the anticipated amount of $8,538,527, for the period of March 1, 2022 through February 28, 2023.
On March 1, 2022 (Item No. 42), the Board approved Contract No. 22-153 (Grant Award No. 2 H89HA00032-29-00) from HRSA for the RW Part A Program year one funding, in the amount of $2,719,797, for the period of March 1, 2022 through February 28, 2023.
On July 12, 2022 (Item No. 25), the Board approved Amendment No. 1 to Contract No. 22-153 (Grant Award No. 2 H89HA00032-29-01) from HRSA for RW Part A Program year one funding, increasing the grant award by $5,968,198, from $2,719,797 to $8,687,995, for the period of March 1, 2022 through February 28, 2023.
On September 27, 2022 (Item No. 44), the Board approved the submission of the 2023 NCC Progress Report to HRSA in order to receive continued funding for the RW Part A Program, in the amount of $9,122,393, for the period of March 1, 2023 through February 29, 2024.
On March 28, 2023 (Item No. 41), the Board approved Amendment No. 2 to Contract No. 22-153 (Grant Award No. 5 H89HA00032-30-00) from HRSA for the RW Part A Program grant award in the amount of $1,520,647, for the period of March 1, 2023 through February 29, 2024. The approved amendment reflects the transfer of unexpended funds in the amount of $89,455 from program year 2021-22 to program year 2022-23.
On May 23, 2023 (Item No. 57), the Board approved Amendment No. 3 to Contract No. 22-153 (Grant Award No. 4 H89HA00032-30-01) and Amendment No. 4 to Contract No. 22-153 (Grant Award No. 6 H89HA00032-30-02) from HRSA for the RW Part A Program. Amendment No. 3
updated and corrected the Budget Period End Date from February 28, 2024 to February 29, 2024, with no financial changes or grant funds awarded, and Amendment No. 4 increased the grant award by $7,375,680, from $1,520,647 to $8,896,327, for the period of March 1, 2023 through February 29, 2024.
On July 17, 2023, HRSA released the 2024 NCC Progress Report forms and completion instructions. The Board-approved 2024 NCC Progress Report must be submitted to HRSA by October 2, 2023, to avoid a delay in RW Part A Program year three funding. Upon HRSA’s review and approval of the 2024 NCC Progress Report and receipt of the subsequent Notice of Award, DPH will return to the Board for acceptance of RW Part A Program year three funding.
