RECOMMENDATION(S)
Recommendation
1. Approve Citrix Software License Review Closure Agreement (Letter Agreement) in the amount of $768,600 with Citrix for the following software licenses:
a. 1,400 Citrix Workplace Suite Perpetual Licenses; and
b. 1,400 CSS Select Citrix Workplace Suite 1 Year Licenses.
2. Authorize the Director of Arrowhead Regional Medical Center to sign the Letter Agreement.
3. Direct the Director of Arrowhead Regional Medical Center to transmit the Letter of Agreement to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $768,600 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2019-20 budget.
BACKGROUND INFORMATION
Approval of the recommendations will allow the Director of ARMC to sign the Letter Agreement to allow for purchase and payment of 1,400 additional Citrix Workplace Suite Perpetual Licenses at a unit cost of $450, and 1,400 additional CSS Select Citrix Workplace Suite 1 Year Licenses at a unit cost of $99. The Letter Agreement also includes a general release by Citrix for any claims it has against the County through November 5, 2019.
On June 24, 2019, an audit was conducted by Deloitte & Touche on behalf of Citrix. The audit found ARMC was utilizing 4,156 user licenses, ARMC was entitled to utilize 3,100 user licenses, resulting in an over deployment of 1,056 user licenses. The purchase of 1,400 additional user licenses will cover the overage of licenses and allow for future growth. The licenses must be purchased directly from Citrix at this time and cannot be purchased through value-added resellers.
ARMC currently utilizes the Citrix system to run and access applications utilizing servers instead of having applications installed on each user’s local hard drive, which allows for a more secure use and storage of hospital data including protected health information. The existing Citrix Infrastructure allows ARMC to meet current technology performance standards and provide a Health Insurance Portability and Accountability Act (HIPAA) compliant way of providing and managing a virtual desktop environment primarily for Physicians and Nurses.
PROCUREMENT
This is an approved non-competitive procurement based on functional specifications as this procurement is for additional licenses for the existing Citrix system at ARMC. Purchasing supports this non-competitive procurement.
