RECOMMENDATION(S)

Recommendation

1.                     Authorize the Purchasing Agent to increase the total aggregate spending amount by $500,000, from $6,000,000 to $6,500,000, increasing the aggregate annual spending amount of $2,000,000 to $2,500,000 for 2024-25, with no change to the original term of May 1, 2023 through April 30, 2026, with the option for two one-year extensions, or one two-year extension to the original term, for the following body transport service contracts:

a.                     92Mike Transport, LLC, at a variable rate of $480 - $750 per transport, based upon service zone and distance traveled, Contract No. 23-314.

b.                     Med-Cab dba All-In-One Logistics Care, LLC, at a variable rate of $300 - $1,200 per transport, based upon service zone and distance traveled, Contract No. 23-315.

c.                     Traditional Funeral Services, Inc., at a variable rate of $300 - $1,400 per transport, based upon service zone and distance traveled, Contract No. 23-316.

2.                     Authorize the Chief Executive Officer to execute change orders to the Contracts in Recommendation No. 1, as needed, subject to review by County Counsel, as long as the total aggregate amount of such change order(s) does not exceed $1,300,000, 20% of $6,500,000, the new spending authority for the contracts, and the change order(s) do not amend the contract terms.

3.                     Direct the Sheriff/Coroner/Public Administrator or Undersheriff to transmit all change orders to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

Approval of this item may result in a future request for additional ongoing Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator (Department) has $2,000,000 allocated for body transport services in its current budget and is not requesting additional ongoing Discretionary General Funding at this time but may request additional funding in a future budget report, if necessary. 

 

BACKGROUND INFORMATION

The Department’s Coroner Division (Coroner) is responsible for investigating certain categories of deaths that occur within San Bernardino County (County). This includes determining the cause of death and clarifying all circumstances surrounding or pertaining to the manner of death of a decedent. In accordance with Government Code section 27491.2, the Coroner may order the removal of a body from a death scene for further investigation. The Department currently encounters approximately 2,700 decedents per year requiring from-scene transport.

 

On April 25, 2023 (Item No. 64), resulting from a competitive bid process, the Board of Supervisors (Board) approved the following contracts: 92Mike Transport, LLC (No. 23-314), Med-Cab dba All-In-One Logistics Care, LLC (No. 23-315), and Traditional Funeral Services, Inc. (No. 23-316), with a total spending authority of $2,250,000 for body transport services for the period of May 1, 2023 through April 30, 2026, including two options to extend the original term.

 

On April 9, 2024 (Item No. 51), the Board approved the Purchasing Agent to change the total aggregate spending authority of $2,250,000, increasing it by $3,750,000 to $6,000,000 ($2,000,000 annually) for Contracts No. 23-314; No. 23-315, and No. 23-316 for body transport services, with no changes to the contracts’ original terms.

 

Approval of this item will increase the aggregate spending authority for those contracts from $6,000,000 to $6,500,000, to address an unanticipated increase in current fiscal year expenditures resulting from the need to utilize these contractors for body transport services that fell outside of the contractors’ anticipated service zones. Depending on availability of resources, a contractor might not be able to respond to a call for service due to other transports, prompting the Department to assign the call to one of the other approved contractors that has different contracted rates.

 

PROCUREMENT

Increasing the spending authority amount for these contractors does not require additional procurement actions.
