Approve Quote with Mindray DS USA, Inc. for the purchase of one TE X Plus Ultrasound System, to be utilized for physician resident training programs, at a cost of $65,001, plus applicable taxes.

FINANCIAL IMPACT

Approval of the item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $65,001 (plus applicable taxes) is funded by State Medi-Cal, Federal Medicare, private insurances and other departmental revenue.  Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act.

 

Budget adjustments are not requested at this time, as this unbudgeted fixed asset will be offset by budget savings from other budgeted fixed assets.

 

BACKGROUND INFORMATION

Approval of this Quote from Mindray DS USA, Inc. (Mindray) will allow ARMC to purchase one TE X Plus Ultrasound System to allow resident physicians to train and receive instruction on how to utilize a bedside ultrasound system for diagnostic purposes. An ultrasound scan uses high-frequency sound waves to make an image of a person's internal body structures. Physicians commonly use ultrasound to study a person's abdominal and pelvic organs, muscles and tendons, or their heart and blood vessels.

 

ARMC recommends approval of the purchase to allow ARMC’s resident physician’s to have access to a bedside ultrasound system for their education and training and to ensure that ARMC patients are able to receive bedside ultrasounds.

 

PROCUREMENT

The Board of Supervisors approved Vizient as the primary Group Purchasing Organization (GPO) on December 7, 2021 (Item No. 46), for five years, based on the Request for Proposals (RFP) No. AGENCY21-PURC-4090. Vizient negotiates competitive agreements by leveraging the collective buying power of its client base to secure lower pricing than individual entities could achieve alone. Awards are based on RFPs evaluated using the American Bar Model Procurement Code, which is in compliance with County Procurement Policy. Vizient allows ARMC access to an extensive catalog of competitive, pre-negotiated agreements for various medical supplies and services.

 

The Purchasing Department supports this procurement based on Vizient Contract XR0923. Mindray is a manufacturer of bedside ultrasound systems and Vizient members can procure bedside ultrasound systems via Vizient Contract No. XR0923.
