Recommendation
Approve the purchase and distribution of prepaid bus passes to provide state mandated and court ordered support services to eligible Department of Behavioral Health clients, in an amount not to exceed $117,276 for the period of July 1, 2022 through June 30, 2023.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The purchase amount for the prepaid bus passes will not exceed $117,276 and is funded through a combination of Mental Health Services Act, Mental Health Block Grant, Substance Abuse Prevention and Treatment Block Grant, 2011 Realignment and 1991 Realignment. Adequate appropriation and revenue will be included in the Department of Behavioral Health’s (DBH) 2022-23 recommended budget.
BACKGROUND INFORMATION
The issuance of prepaid bus passes enables DBH to comply with federal and state mandated program requirements. DBH utilizes prepaid bus passes in order to maximize the client’s cooperation and participation in DBH programs. Bus passes are provided to clients to assist with their transportation needs ensuring they are able to continue attending scheduled appointments with physicians and clinicians.
For 2022-23, DBH anticipates distributing $117,276 in prepaid bus passes. Prepaid bus passes are purchased from vendors throughout San Bernardino County in order to offer countywide transportation services to clients. Bus vendors will include, but will not be limited to:
• Morongo Basin Transit Authority
• Mountain Transit
• Needles Area Transit
• Omnitrans
• Victor Valley Transit Authority - Direct Access
• Victor Valley Transit Authority - Senior Disability
In accordance with the Auditor-Controller/Treasurer/Tax Collector Internal Controls and Cash Manual, DBH maintains and ensures adherence to internal policies and procedures regarding safeguards and proper handling of prepaid negotiables.
