RECOMMENDATIONS

Recommendation

1.                     Adopt the Addendum to the Mitigated Negative Declaration for the Department of Behavioral Health Comprehensive Treatment Campus Project located at 13333 Palmdale Road, in the City of Victorville.

2.                     Adopt Resolution requiring the Department of Behavioral Health staff to meet and confer with the City of Victorville staff before there is any significant future expansion beyond the current Department of Behavioral Health Comprehensive Treatment Campus Project.

3.                     Direct the Project and Facilities Management Department to file a Notice of Determination in accordance with the California Environmental Quality Act.

Approval of this item does not result in the use of Discretionary General Funding (Net County Cost) as it is non-financial in nature.

 

BACKGROUND INFORMATION

The Comprehensive Treatment Campus Project (Project) will expand upon existing facilities and construct new facilities on an approximately 29-acre site in the City of Victorville (City). This expansion will provide comprehensive behavioral health treatment facilities for County residents including services for substance use disorders (SUD), and/or mental health conditions.  The Project will expand the Department of Behavioral Health’s (DBH) capacity to deliver these treatment services.

 

The Project will construct seven new ground-up facilities. These will include: one 36-bed Adult SUD Residential Treatment building; one 16-bed Adolescent SUD Residential Treatment building; one Outpatient Building; one 16-bed Adolescent Psychiatric Residential Treatment Facility; one 24-bed Withdrawal Management building; one Wellness Center building; and one 52-bed Recovery Residences building.  The Project is intended to expand access to behavioral health services and collocate multiple core DBH programs into one centralized campus.

 

While the Project is located in the City, it is generally exempt from the City’s zoning and building ordinances pursuant to Government Code section 53090 et seq. 

 

On April 29, 2025 (Item No. 50), the Board of Supervisors (Board) approved the contract with Snyder Langston, LLC, for the design and construction of the Project.

 

On November 4, 2025 (Item No. 28), prior to the start of construction work, the Board adopted the Initial Study (IS) and Mitigated Negative Declaration (MND), as well as the Mitigation Monitoring and Reporting Program, for Project.  The findings in the IS concluded that all potentially significant environmental impacts resulting from the Project’s construction can be mitigated to a less than significant level. Therefore, an MND was warranted.

 

During design, the County was approached by the City, which requested that the planned entrance for the Project, which was currently planned for Cobalt Road in the City of Victorville, be relocated to Palmdale Road.

 

In accordance with the California Environmental Quality Act Guidelines, the proposed entrance relocation has been analyzed through the preparation of an Addendum to the Project’s MND.  The proposed modifications include the relocation of the Project’s primary access point from Cobalt Road to Palmdale Road while maintaining access from Cobalt Road solely for emergency vehicle access. No other substantive changes to the Project are proposed. The Addendum concludes that the proposed relocation of the Project’s primary access point will not create new significant impacts or substantially increase the severity of previously analyzed impacts. Previously adopted mitigation measures would be implemented as part of the relocation of the Project’s primary access point.

 

To address community input, the County has evaluated other access points to the Project through the preparation of an Addendum to the Project’s MND, as well as a block wall as part of the Project.  The Addendum concludes that these other access points and block wall will not create new significant impacts or substantially increase the severity of previously analyzed impacts. Previously adopted mitigation measures would be implemented as part of this Project.

 

Following award of the construction contract for this Project, on October 21, 2025 (Item No. 19), the Board approved a grant application to the California Department of Health Care Services for a Phase 2 of the Project.  The California Department of Health Care Services notified the County that the County did not receive an award associated with the above-referenced grant application.

 

On January 8, 2026, the City Council adopted Resolution No. 26-005, which includes, but is not limited to, the City opposing the Project in its entirety, including the existing Project and the conceptual Phase 2. To address the City’s concerns about any future expansion of the Project site, Recommendation No. 2 would adopt a resolution that would require DBH staff to meet and confer with City staff prior to the County approving any significant future expansion beyond the current Project.  The resolution will provide notification beyond what is provided in Government Code section 65402.
