Recommendation
1. Approve Amendment No. 38 to Revenue Contract No. 94-765, effective March 1, 2024, with the City of Chino Hills for the Sheriff/Coroner/Public Administrator’s provision of law enforcement services, increasing the contract amount by $14,325, from $17,905,168 to $17,919,493, with no change to the current term of July 1, 2023 through June 30, 2024.
2. Authorize the addition of one regular Crime Analyst position, Technical & Inspection Unit, R55 ($66,456 - $91,333 annually) for the City of Chino Hills.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The total increase in revenue of $14,325 is due to changes in law enforcement service levels requested by the City of Chino Hills (Chino Hills). The County is reimbursed for the direct costs of providing law enforcement services, including the full cost of the additional requested position, and for various contract administration costs. Sufficient appropriation is included in the Sheriff/Coroner/Public Administrator’s (Department) 2023-24 budget.
BACKGROUND INFORMATION
The Department is the primary law enforcement agency for the County, including several cities within its jurisdiction that contract for law enforcement services. On July 19, 1994 (Item No. 22), the Board of Supervisors (Board) approved Agreement No. 94-765 with Chino Hills for the Department to provide law enforcement services to the city. Subsequently, the Board has approved various amendments to adjust the annual cost and service level, with the latest being Amendment No. 37 approved on June 27, 2023 (Item No. 113), for the period of July 1, 2023 through June 30, 2024, with a resulting total contract amount of $17,905,168.
The proposed amendment, effective March 1, 2024, includes service level adjustments to add one Crime Analyst position and delete one vacant Sheriff’s Service Specialist (SSS), as requested by Chino Hills. The Crime Analyst compiles various reports and other statistical data to produce analysis of crime trends that in turn, is used by the Chino Hills station staff to strategically deploy resources to address public safety issues that affect a certain area or locality.
Approval of Recommendation No. 2 will expedite the hiring process to meet the requested contract service levels. This law enforcement contract provides for termination by either party upon one-year advance written notice.
