RECOMMENDATION(S)

Recommendation

1.                     Approve Amendment No. 1 to County Contract No. 19-441 (Grant Agreement No. 18-10884 A1) from the California Department of Public Health for the Ryan White HIV/AIDS Program Part B to provide care and treatment services to low income people living with HIV, increasing the amount by $13,147, from $4,718,401 to $4,731,548, for the period of April 1, 2019 through March 31, 2024.

2.                     Designate the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute any subsequent non-substantive amendments in relation to the Ryan White HIV/AIDS Program Part B grant agreement (Grant Agreement No. 18-10884 A1), on behalf of the County, subject to review by County Counsel.

3.                     Direct the Chairman of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to transmit all non-substantive amendments in relation to the Ryan White HIV/AIDS Program Part B grant agreement (Grant Agreement No. 18-10884 A1) to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The increase of $13,147 to the grant agreement from the California Department of Public Health (CDPH) for the Ryan White HIV/AIDS Program Part B (Ryan White Part B) does not require a match.  Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2022-23 budget and will be included in the 2023-24 recommended budget.

 

BACKGROUND INFORMATION

CDPH, Center for Infectious Diseases, Office of AIDS, provides Ryan White Part B funding for support of the HIV Care Program (HCP) and Minority AIDS Initiative (MAI) to local health jurisdictions based on a noncompetitive allocation formula.  DPH utilizes this funding to administer the HCP and MAI to provide medical and support services to low-income people living with HIV.  The amended Ryan White Part B grant agreement from CDPH provides additional funding for MAI to enhance efforts to address disparities in access, treatment, care, and health outcomes for racial/ethnic minorities.  Ryan White Part B services will be provided to approximately 7,564 people in 2022-23 and 2023-24, at an estimated cost of $119 per person per year.   

 

The goals of CDPH’s Ryan White Part B programs are to minimize new HIV infections; maximize the number of people with HIV who access appropriate care, treatment, support; and reduce HIV/AIDS-related health disparities.  HCP provides support services to those affected by HIV/AIDS while MAI funds are intended to specifically improve HIV-related health outcomes for racial/ethnic minority communities and reduce HIV-related health disparities.  DPH will provide HCP support services, which include case management, outreach, food services, and medical transportation, and Part B MAI services which include outreach to specific targeted populations of African American and Latino minorities affected by HIV through the use of contracted providers. Ryan White Part B funds must be used for people with HIV/AIDS residing in San Bernardino County.

 

On June 25, 2019 (Item No. 35), the Board of Supervisors (Board) approved County Contract No. 19-441 (Grant Agreement No. 18-10884) from CDPH for the Ryan White Part B allocation, in the amount of $4,718,401, for the period of April 1, 2019 through March 31, 2024.

 

On September 30, 2022, DPH received the amended grant agreement (Grant Agreement No. 18-10884 A1) from CDPH for Ryan White Part B, increasing the amount by $13,147, from $4,718,401 to $4,731,548, for the period of April 1, 2019 through March 31, 2024.

 

This item is being presented to the Board at this time, as this is the first date available following the required operational, fiscal, and legal reviews.  Approval at this time will not impact Ryan White Part B services or activities.
