Recommendation
Approve Amendment No. 3 to Agreement No. 20-461 with Stryker Flex Financial, a division of Stryker Sales, LLC for the lease of new endoscopy video equipment, increasing the contract amount by $241,023, from $1,115,352 to $1,356,375 plus applicable taxes, with no change to the contract period of July 1, 2020 through June 30, 2025.

FINANCIAL IMPACT
Approval of the item will not result in the use of Discretionary General Funding (Net County Cost). The cost of $241,023 is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in the Arrowhead Regional Medical Center (ARMC) 2023-24 budget and will be included in 2024-25 recommended budget.
BACKGROUND INFORMATION
Approval of the Amendment will allow ARMC to increase the number of leased endoscopy video equipment system components, to include five scopes, a handheld imager, and a video processor. ARMC’s operative procedures have increased, due to the implementation of the Da Vinci Surgical Robotic System and the re-establishment of plastic surgery services, which were on hold during the COVID-19 pandemic. For these reasons, the demand for endoscopy video equipment has increased.
Video endoscopy is a medical examination in which an instrument called an endoscope is passed into an area of the body. The endoscope is mounted with a fiber optic camera, which produces a greatly magnified image to be projected on a video screen, and viewed by the operator and other medical professionals.
On June 23, 2020 (Item No. 15), the Board of Supervisors (Board) approved Agreement No. 20-461 (Agreement) with Stryker Flex Financial, a division of Stryker Sales, LLC (Stryker) for the lease of eight endoscopy video equipment systems, in the amount of $983,825 plus applicable taxes, for a five-year period, effective upon delivery of the equipment.
On August 24, 2021 (Item No. 12), the Board approved Amendment No. 1 to the Agreement with Stryker for the lease of one additional endoscopy video equipment system, increasing the contract amount by $131,527, from $983,825 to $1,115,352 plus applicable taxes, and no change to the contract period of July 1, 2020 through June 30, 2025. On that same date, the Board also approved Amendment No. 2 to the Agreement to restate the legal name of the County from “County of San Bernardino” to “San Bernardino County”, with no change to the total contract amount or contract term.
ARMC recommends approval of Amendment No. 3 to increase capacity to provide care and services to additional patients.
PROCUREMENT
The Purchasing Department continues to support this non-competitive procurement based on an existing agreement.
