Approve Amendment No. 1 to Employment Contract No. 25-166 with Glen Thomazin D.O., to continue providing strategic and quality assurance at the Department of Public Health’s Federally Qualified Health Centers, at the rate of $170 per hour, amending the not-to-exceed hours from a total of 235 hours to 337 hours for the time period of May 31, 2025, through December 12, 2025, and 39 hours per biweekly pay period, effective December 13, 2025, as well as extending the term by one year, for a total contract term of May 31, 2025, through December 11, 2026.

FINANCIAL IMPACT
This item will not result in the use of Discretionary General Funding (Net County Cost). The estimated cost of this employment contract is $254,716 and will be fully funded by existing ongoing 1991 Realignment Funds. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2025-26 budget and will be included in the 2026-27 recommended budget.
BACKGROUND INFORMATION
DPH’s four Federally Qualified Health Centers (FQHCs) provide comprehensive primary care services to uninsured and underinsured populations throughout San Bernardino County.
On March 25, 2025 (Item No. 42), the Board of Supervisors approved Employment Contract No. 25-166 (Employment Contract) with Glen Thomazin D.O. as a Strategic Advisor, to provide strategic and quality assurance at the department’s FQHCs, at the rate of $170 per hour, not to exceed 235 hours, with an estimated contract amount of $40,000, for the term of May 31, 2025 through December 12, 2025.
The Strategic Advisor position assesses and analyzes the operations of DPH’s FQHCs, focusing on patient delivery services and improvement of the financial performance that flows from operations. Additionally, the Strategic Advisor develops tailored strategies, quality assurance processes, action plans, and performance improvement initiatives. Dr. Thomazin was selected due to his extensive experience in billing and claims management with several local agencies and providing quality assurance services to FQHCs and other Medi-Cal providers in the area.
Amendment No. 1 to the Employment Contract will amend the not-to-exceed hours from a total of 235 hours to 337 hours for the time period of May 31, 2025, through December 12, 2025, and 39 hours per biweekly pay period effective December 12, 2025, as well as extend the term by one year, for a total contract term of May 31, 2025, through December 11, 2026. Under the recommended amended Employment Contract, the Strategic Advisor will continue to work part-time and onsite at DPH’s FQHCs.
Either party may terminate the contract at any time with 14 days prior written notice to the other party. The County may terminate the contract immediately for just case.
