Recommendation

Approve Amendment No. 1 to Contract No. 22-70 with Rolling Start, Inc. to provide computer hardware, internet access, and training and technical support services to older adults and persons with disabilities countywide, revising the scope of work, and decreasing the contract amount by $40,000, from $140,000 to a total not to exceed $100,000, with no change to the contract period of February 1, 2022 through September 30, 2022.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost).  The contract with Rolling Start, Inc. (Rolling Start) is funded through Coronavirus Aid, Relief, and Economic Security (CARES) Act Aging and Disability Resource Connection (ADRC) / No Wrong Door (NWD) System critical relief funds for the Coronavirus (COVID-19) pandemic response (ADRC CARES Act) funds.  In order to obtain the necessary computer hardware and provide these services, approximately $100,000 of these funds have been spent in joint effort between DAAS and Rolling Start.  Adequate appropriation and revenue have been included in the Department of Aging and Adult Services’ (DAAS) 2022-23 budget.

 

BACKGROUND INFORMATION

The Bridging the Digital Divide Program’s (Program) goal is to ensure older adults and other at-risk adults have access to affordable high-speed internet, devices, and the skills to navigate accessibility to Long Term Services and Supports programs and resources to meet their needs safely.  The recommended Amendment No. 1 to the contract with Rolling Start will continue to assist DAAS in meeting that goal through providing computers, laptops, or tablets (computer hardware) to approximately 650 qualifying older adults and/or persons with disabilities, assisting those adults to connect to low-cost broadband internet, and providing training and technical support.  A qualifying adult is an individual aged 60 and older and/or aged 18 through 59 with a disability who does not currently have access to computer hardware and internet access.  Interested individuals contact Rolling Start directly to request assistance.  To date, Rolling Start has distributed 200 computer hardware devises to qualifying individuals.

 

On February 8, 2022 (Item No. 9), the Board of Supervisors (Board) approved non-competitive Contract No. 22-70 with Rolling Start, including non-standard indemnification and insurance provisions, in the total amount of $140,000, for the contract period of February 1, 2022 through September 30, 2022.

 

Contract No. 22-70 requires Rolling Start to purchase the computer hardware.  As DAAS was able to secure a more competitive quote for the cost of the necessary computer hardware, DAAS purchased and provided this equipment to Rolling Start.  The recommended amendment revises the scope of work to accurately reflect the current situation, removing the requirement to purchase the hardware and decreasing the contract amount, with no change to the contract period, while retaining all other provisions.

 

Rolling Start’s performance will continue to be monitored by review of monthly reports to ensure compliance with the administrative, program, and fiscal terms and conditions of the contract.  Rolling Start will cooperate with the County in the implementation, monitoring, and evaluation of this contract and comply with any and all reporting requirements established by the contract.  Rolling Start charges must be for services provided to eligible beneficiaries under the funded Program.  The County reserves the right to request additional program and/or fiscal reports to facilitate the monthly review.  The contract may be terminated without cause by the County with 30 days written notice.

 

PROCUREMENT

Rolling Start is the only State mandated core partner for ADRC program funding based on being the only designated Independent Living Center for San Bernardino County.  On February 8, 2022 (Item No. 9), the Board approved non-competitive Contract No. 22-70 with Rolling Start.
