RECOMMENDATION(S)

Recommendation

1.                     Approve Cooperative Agreement with the City of Rialto, effective August 22, 2023 through December 31, 2028, or project completion/final payment for the Cactus Avenue and Easton Street Project in the Rialto area, whichever occurs first, wherein the County will contribute $665,000 and the City of Rialto will contribute $222,000 towards the estimated total cost of $887,000.

2.                     Authorize the Director of the Department of Public Works or Assistant Director of the Department of Public Works, to increase the County contribution amount up to 25 percent, from $665,000 to $831,250, should additional costs necessitate such an increase.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The total estimated cost for the Cactus Avenue and Easton Street Project in the Rialto area (Project) is $887,000. The County’s share of cost is estimated to be $665,000 and will be funded with Senate Bill 1 Road Maintenance and Rehabilitation Account (RMRA) funds. The remaining cost of the Project, estimated to be $222,000, will be funded by the City of Rialto (City). Sufficient appropriation and revenue for the Project are included in the Department of Public Works (Department) 2023-24 Road Operations budget and will be included in future recommended budgets (6650002000 H15228).

 

BACKGROUND INFORMATION

The Project is located at the shared jurisdiction intersection of Cactus Avenue and Easton Street and is of mutual benefit to the City and the County. The work consists of a traffic signal installation and updating or installing a new Americans with Disabilities Act (ADA) curb ramp.  The Department conducted a traffic study at the intersection that revealed a traffic signal was warranted, based on traffic volume, pedestrian activity, and safety improvement. The Project is currently in the design phase and construction is anticipated to commence in November 2023.

 

In accordance with the provisions of the proposed Cooperative Agreement, the County will serve as the lead agency in the preliminary engineering, design, survey, California Environmental Quality Act (CEQA) review and compliance, and construction and inspection phases of the Project. Should right-of-way become necessary for the Project, the City and the County will each perform the service within their own respective jurisdictions, at their own cost. Unless terminated prior to the award of the construction contract, the proposed Cooperative Agreement will terminate upon completion of the Project and final payment by the City, or on December 31, 2028, whichever occurs first.  The City approved the Cooperative Agreement on August 8, 2023.

 

To prevent delays in Project completion, this item also recommends that the Board of Supervisors (Board) authorize the Director of the Department or the Assistant Director, to increase the County’s contribution amount under the proposed Cooperative Agreement by up to 25 percent, from $665,000 to $831,250, should additional costs necessitate such an increase.

 

The Project meets the County and the Chief Executive Officer’s goals and objectives to ensure the development of a well-planned, balanced and sustainable County by installing a traffic signal and the addition of curb ramps. Furthermore, execution of the Cooperative Agreement will allow the County to meet its goals and objectives by working cooperatively with the City.
