Recommendation
1. Receive and file the 2025 General Plan Annual Progress Report, including the Housing Element Annual Progress Report portion in accordance with Government Code section 65400.
2. Direct the Director of the Land Use Services Department to file the 2025 General Plan Annual Progress Report with the Governor’s Office of Land Use and Climate Innovation and the California Department of Housing and Community Development.

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). There is no financial impact to receive and file the General Plan Annual Progress Report.
BACKGROUND INFORMATION
Each city and county in California is required to prepare annual progress reports (APR) of the status of its General Plan, progress in its implementation, and statutory reporting requirements related to the Housing Element portion of the General Plan (Government Code section 65400). The General Plan APR fulfills statutory requirements to assess General Plan implementation during the 12-month reporting period and explains how land use decisions relate to adopted goals, policies, and implementation measures of the General Plan. The Housing Element APR fulfills statutory requirements to report certain housing information, including the local agency’s progress in meeting its share of regional housing needs (i.e., applications, entitlements, permits and certificates of occupancy), certain rezoning activities, actions taken towards completion of housing element programs, and local efforts to remove governmental constraints to the development of housing.
The APRs must be submitted to the Governor’s Office of Land Use and Climate Innovation and California Department of Housing and Community Development on April 1st of each year. The County’s full report is included as an attachment to this item. Below is a summary of relevant housing information, general plan/zoning amendments, as well as actions taken towards the completion of housing element programs in 2025:
Dwelling Units Built:
• Construction and/or placement of 574 single-family dwellings, 163 mobile home/manufactured homes, and 116 accessory dwelling units in the unincorporated area.
General Plan/Zoning Amendments:
• Phelan Pinon Hills Community Park: Zoning amendment to change the Land Use Zoning District designation from General Commercial to Rural Commercial for a 14.79-acre site in unincorporated Phelan to develop a community park.
• Titan Industrial Rental & Recycling Facility: Zoning amendment to change the Land Use Zoning District designation from Single Residential to Special Development-Commercial for one parcel totaling 1.13 acres in unincorporated Fontana to develop an industrial rental and recycling facility.
• Overnight Solar: Zoning amendment to change the Land Use Zoning District designation from Rural Living to Resources Conservation on an 822-acre parcel and a 456-acre parcel in unincorporated Hinkley to develop a battery storage and solar generating facility.
• Glen Helen Specific Plan: Specific Plan amendment to the Glen Helen Specific Plan to change the Land Use Zoning District designation of 142.3 acres to Corridor Industrial and Corridor Industrial Overlay zone and text amendments related to rezoning, general clarifications and correction.
Housing Element Progress:
• Program 3 - Accessory Dwelling Units (ADUs): Pre-approved ADU plans became available to the public, streamlining ADU development. The Board of Supervisors also amended the County’s Development Code to align with updated state ADU law, removing barriers and reducing complexity to ADU construction.
• Program 11 - Manufactured Homes: A streamlined permit review process for manufactured homes was implemented, promoting the continued creation of manufactured homes affordable to lower income households.
• Program 16 - Development Fee Transparency: New, user-friendly fee schedules were created and made available to the public, increasing fee transparency.
• Program 25 - Reduce Exposure to Pollution from Local and Regional and Logistics Development: The Board of Supervisors adopted local truck routes through unincorporated communities that aims to avoid sensitive receptors such as residences and schools in compliance with Assembly Bill 98. These new truck routes will be published online and distributed to local businesses to educate truck drivers and avoid unnecessary exposure of sensitive receptors to pollution from logistics facilities.
The County remains compliant with the implementation of the Housing Element. This item would direct the Director of Land Use Service Department to file the APR with the Governor’s Office of Land Use and Climate Innovation and the California Department of Housing and Community Development before the April 1st statutory deadline.
