RECOMMENDATION(S)

Recommendation

Approve Amendments to contracts with the Department of Aging and Adult Services with the following agencies for the Modernization of Older Californians Act Nutrition Services to increase the combined total contract amount by $380,000, from $380,000 to a combined total amount not to exceed $760,000, update the Scope of Work (Attachment A), and extend the contract terms:

1.                     True Escape Marriage and Family Therapy, Amendment No. 1 to Contract No. 24-915, increasing the contract amount by $290,000 from $290,000 to a contract amount not to exceed $580,000, and extending the contract term by one year for a total contract period of October 1, 2024 through September 30, 2026.

2.                     Victor Valley Community Services Council, Amendment No. 1 to Contract No. 24-916, increasing the contract amount by $90,000, from $90,000 to a contract amount not to exceed $180,000, and extending the contract term by one year for a total contract period of October 1, 2024 through September 30, 2026.

FINANCIAL IMPACT

This item does not impact Discretionary General Funding (Net County Cost). The total cost of $760,000 for the nutrition services is 100% State funded by the Modernization of Older Californians Act (MOCA) Nutrition funding with no match requirement. Adequate appropriation and revenue have been included in the 2025-26 budget and will be included in the 2026-27 budget.

 

BACKGROUND INFORMATION

The Department of Aging and Adult Services (DAAS) offers a wide variety of programs designed to help older adults and individuals with disabilities. DAAS operates nutrition services programs in the County to provide nourishing meals, nutrition education, and companionship to older individuals and their spouses with an intent to reduce hunger, food insecurity, and malnutrition while also promoting socialization.

 

With California’s population over age 60 increasing, reinvestment in Older Californians Act programs is essential. Through funding from the California Department of Aging, the MOCA seeks to modernize, advance, and expand various established Older Americans Act Title IIIC Nutrition Services Programs and introduce additional, innovative community-based service programs that address the evolving needs of older adults.

 

DAAS will utilize the MOCA funding to provide modernized nutrition services to current nutrition program participants, and to attract and engage new participants who may benefit from the program. Services include, but are not limited to, “to-go” meals for pick up or delivery, intergenerational activities that connect Older Californians Nutrition Program (OCNP) participants with individuals under the age of 60, improvements to the current OCNP nutrition infrastructure, and access to education and distribution of nutritious meals to low-income older individuals.

 

Contractor performance will be measured by reviewing monthly reports to monitor compliance with the administrative, fiscal and program requirements of the contract. The program requirements include minimum unit requirements and unduplicated client numbers to promote the well-being of as many older adults and adults with disabilities as possible. The contract may be terminated by the County immediately, in the event that funds are not available, and without cause by serving a written notice 30 days in advance of termination.

 

On September 24, 2024 (Item No. 6), the Board of Supervisors (Board) approved Contracts No. 24-915 with True Escape Marriage and Family Therapy and Contract No. 24-916 with Victor Valley Community Services Council in the amount of $380,000 to provide MOCA nutrition services.

 

Approval of this item will allow DAAS to continue to contract with the agencies listed in the Recommendations to provide nourishing meals, nutrition education, and companionship services to over 1,200 older adults and adults with disabilities throughout the County. Approval would also allow True Escape Marriage and Family Therapy to change categories from Brown Bag to Groceries. This change would expand the goods they can provide to county residents.
