Recommendation
Approve contracts with the following vendors to provide emergency environmental remediation and restoration services, on an as-needed basis, per pricing on Attachment D, to departments and agencies throughout the County, with a not to exceed amount of $75,000 per project, for the period of September 1, 2025 through August 31, 2030:
1. R&R B Inc. DBA Servpro of Chino/Chino Hills
2. Ernest Elmer, Inc. DBA Team Jeffrey Padgett Servpro

FINANCIAL IMPACT
This item will not result in the use of additional Discretionary General Funding (Net County Cost). The cost for emergency remediation and restoration services is based on an hourly rate and shall not exceed $75,000 per project. Impact on individual department budgets is based upon need for services, and departments that require Emergency Environmental Remediation and Restoration Services are responsible for ensuring adequate funding in their current and future budgets. The County’s average annual expenditure for these services is approximately $1,100,000 per year.
BACKGROUND INFORMATION
Approval of this item will allow departments and agencies to access qualified, California licensed and insured companies to provide emergency environmental remediation and restoration services, on an as needed basis throughout the County. The County has utilized vendors for these services in the past and is recommending approval of countywide contracts to allow for consistent pricing and services.
The recommended contracts will enable departments and agencies to quickly request necessary services directly from R&R B Inc., DBA Servpro of Chino/Chino Hills (Servpro Chino) and Ernest Elmer Inc., DBA Team Jeffrey Padgett Servpro (Servpro Padgett) in response to emergency situations. Servpro Chino and Servpro Padgett will be on call 24 hours a day, seven days a week to perform the following services in response to emergency situations such as, but not limited to:
• Water extraction, mitigation and restoration
• Fire, smoke and water damage mitigation and restoration
• Vandalism cleanup
• Biohazard cleanup
• Sewage decontamination
• Deodorization
• Mold remediation
• Debris removal (not related to forest fires)
• Emergency construction for mitigation of damage not listed above (limited to the repair of pre-existing facilities, not new construction)
• Abatement of asbestos contained materials
• Abatement of lead paint
PROCUREMENT
On December 20, 2024, Request for Proposals (RFP) AGENCY 25-PURC-5698 was released to select a vendor to provide emergency environmental remediation and restoration services. Six proposals were received by the submittal deadline and evaluated by a team comprised of employees from Facilities Management, Real Estate Services, Arrowhead Regional Medical Center, and the Department of Behavioral Health. Proposals were evaluated based on one or more of the following: qualifications and experience, technical and functional review, and cost. Among the following six proposers, Servpro Chino and Servpro Padgett were determined to best meet the needs of the County.

Proposers not recommended for contract award were notified of the right to protest, and no protests were received.
