RECOMMENDATION(S)

Recommendation

1.                     Approve grant agreement (State Grant Agreement No. 24-10520) from the California Department of Public Health for the HIV Surveillance and Prevention program to support HIV prevention activities, in the amount of $3,712,943, for a five-year period of August 1, 2024 through May 31, 2029, with $640,163 allocated the first year, and $768,195 allocated annually for the remainder of the grant term.

2.                     Authorize the Chair of the Board of Supervisors, Chief Executive Officer, or Director of the Department of Public Health to execute any subsequent non-substantive amendments or documents in relation to the HIV Surveillance and Prevention program (State Grant Agreement No. 24-10520), on behalf of the County, subject to review by County Counsel.

3.                     Direct the Director of the Department of Public Health to transmit all non-substantive amendments in relation to the HIV Surveillance and Prevention program (State Grant Agreement No. 24-10520) to the Clerk of the Board of Supervisors within 30 days of execution.

FINANCIAL IMPACT

This item will not result in the use of Discretionary General Funding (Net County Cost). The HIV Surveillance and Prevention program grant agreement in the amount of $3,712,943, from the California Department of Public Health (CDPH), does not require a local match. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

DPH has received HIV Surveillance and Prevention program funding since 1985, to educate and assist residents with ways to prevent the transmission of HIV and to provide treatment for HIV positive people. DPH will use the HIV Surveillance and Prevention grant award to continue these activities and services, which include HIV counseling and testing, Hepatitis C testing, Pre-Exposure Prophylaxis (PrEP) and Post Exposure Prophylaxis (PEP) navigation services, Prevention with Positives education in clinical settings, partner services, linking HIV positive persons to treatment and care systems, and increased HIV prevention and support services for people who use drugs.

 

The State allocates funds to local health jurisdictions to provide HIV Surveillance and Prevention services based on the number of diagnosed people living with HIV in its jurisdiction. The program funding assists DPH with achieving the State goals of no new infections through the provision of HIV prevention/PrEP/PEP navigation services; reducing the harms of substance use, and strengthening disease investigation infrastructure.

 

On October 21, 2024, DPH received the grant agreement from CDPH for the HIV Surveillance and Prevention program, in the amount of $3,712,943, for a five-year period of August 1, 2024 through May 31, 2029.  The first year DPH is allocated $640,163, with subsequent funds of $768,195 allocated annually for the remainder of the five-year grant term.

 

This item is being presented to the Board of Supervisors (Board) at this time, as this is the first date available following the required operational, fiscal, and legal reviews. Approval by the Board on this date will have no impact on DPH’s services or activities.
