RECOMMENDATION(S)

Recommendation

1.                     Acting as the governing body of San Bernardino County, approve a Memorandum of Understanding between San Bernardino County, through its Department of Airports, and County Service Area 70 Countywide for the provision of preventative maintenance, emergency response, and support services for the County-owned on-site wastewater treatment plant located at Barstow-Daggett Airport, and the wastewater collection system and water distribution system located at Chino Airport for a term of five years, from March 1, 2022 through February 28, 2027, in the aggregate not to exceed amount of $800,000.

2.                     Acting as the governing body of County Service Area 70 Countywide, approve a Memorandum of Understanding with San Bernardino County, through its Department of Airports, for the provision of preventative maintenance, emergency response, and support services for the County-owned on-site wastewater treatment plant located at Barstow-Daggett Airport, and the wastewater collection system and water distribution system located at Chino Airport for a term of five years, from March 1, 2022 through February 28, 2027, in the aggregate not to exceed amount of $800,000.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). In accordance with this recommended Memorandum of Understanding (MOU), the Department of Airports (Airports) shall reimburse County Service Area 70 Countywide (CSA 70) up to $800,000 for the costs of providing the subject services over the MOU’s five-year term. Appropriation for the MOU is included in both the Airports and CSA 70 2021-22 budget and will be included in future recommended budgets for the duration of the MOU. 

 

BACKGROUND INFORMATION

Airports is responsible for ensuring that the wastewater treatment plant, wastewater collection system, and water distribution system operations, maintenance, emergency response, and support services at its facilities are conducted according to local, state, and federal regulatory requirements. These regulatory requirements include the use of professionally certified operators by the California State Water Resources Control Board (SWRCB) and California Water Environmental Association (CWEA) to operate these systems. 

 

CSA 70 has qualified SWRCB and CWEA professionally certified operators to provide water distribution system operations, maintenance, and management services and wastewater treatment plant system operations, maintenance, and management services.  CSA 70 staff are the internal service providers to other County departments who may not possess the required certifications, experience, and ability to perform the wastewater system operations and support services necessary to meet all regulatory requirements.

 

Approval of this MOU will allow CSA 70 to provide preventive maintenance, emergency response, and support services for Airports’ County-owned on-site domestic water distribution system and wastewater collection system located at Chino Airport and a wastewater treatment plant located at Barstow-Daggett Airport from March 1, 2022 through February 28, 2027. CSA 70 has sufficient available staff with the appropriate certifications and has extensive experience in the operation, maintenance, and management of public water and wastewater systems.

 

Airports and/or CSA 70 may terminate the MOU, at any time and without cause, by giving 60 days written notice of termination to the other party.
