RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District:

1.                     Approve and authorize the submission of a grant application to the United States Department of Agriculture Rural Development, for the Community Project Funding/Congressionally Directed Spending Program, for Fire Station Improvements project, in the amount of $2,000,000.

2.                     Approve and authorize the submission of a grant application to the United States Department of Agriculture Rural Development, for the Community Project Funding/Congressionally Directed Spending Program, for Snow Removal and Natural Disaster Heavy Equipment project, in the amount of $1,680,000.

3.                     Authorize the Fire Chief/Fire Warden, or Deputy Fire Chief to proceed with the following actions, on behalf of the San Bernardino County Fire Protection District, related to the grants identified in Recommendation Nos. 1 and 2:

a.                     Act as signatories for grant reimbursement claims, performance reports, and other documents required to administer the grants.

b.                     Execute any non-substantive project modifications and grant amendments, subject to review by County Counsel.

4.                     Direct the Fire Chief/Fire Warden to transmit any non-substantive amendments to the Secretary of the Board of Directors within 30 days of execution.

FINANCIAL IMPACT

Approval of the recommended actions will not result in the use of Discretionary General Funding (Net County Cost). The United States Department of Agriculture (USDA) has allocated $2,000,000 to the San Bernardino County Fire Protection District (SBCFPD) for fire station improvements in Fawnskin and $1,680,000 for snow removal and natural disaster heavy equipment.

 

Upon receipt and review of the grant application, the funds will be obligated to SBCFPD for completion of the projects.  In accordance with County Policy No. 05-13 and upon Notice of Award, SBCFPD will return to the Board of Directors for acceptance of the grant and approval of the appropriate budget adjustments.

 

BACKGROUND INFORMATION

Each year, the Legislative Affairs office of San Bernardino County, in conjunction with SBCFPD, submits federal earmark requests for funding of projects to the congressional representatives of the region.  For the Fiscal Year 2024 Appropriations process, a request was submitted to the late Senator Dianne Feinstein requesting funding for snow removal and natural disaster heavy equipment for the Mountain region of SBCFPD.  A request was also submitted to Representative Jay Obernolte requesting funding to enhance the SBCFPD facilities in Fawnskin. 

 

On April 11, 2024, notification was received from the USDA that SBCFPD was selected for a Community Project Funding/Congressionally Directed Spending Program, in the amount of $2,000,000 for a Fire Station Improvements project in the community of Fawnskin. SBCFPD was also selected for a Snow Removal and Natural Disaster Heavy Equipment project in the amount of $1,680,000. 

 

Although the award of the funds is already approved, the USDA requires that SBCFPD submit an application for each project for which the grants will be awarded.  Once the application is received and reviewed, the funds will be obligated to SBCFPD.
