Approve Amendment No. 3 to Agreement No. 20-601 with UKG Kronos Group, LLC, for the time and attendance management system and support, increasing the contract amount by $820,145 plus applicable taxes, from $3,178,074 to a new total not-to-exceed amount of $3,998,219 plus applicable taxes, and extending the contract term by two years, for a total contract term of July 29, 2020 through July 28, 2027.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost).

The cost of $820,145 plus applicable taxes, is funded by State Medi-Cal, Federal Medicare, private insurances, and other departmental revenue. Funding sources may change in the future pending any legislative activity related to the repeal and/or replacement of the Affordable Care Act. Adequate appropriation and revenue have been included in Arrowhead Regional Medical Center’s (ARMC) 2024-25 budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

Approval of Amendment No. 3 (Amendment) to Agreement No. 20-601 (Agreement) with UKG Kronos Group, LLC (UKG) will extend the current agreement by two years to provide time for a Countywide Procurement to be completed. The County’s Human Capital Management project is seeking a time and attendance system that will find a comprehensive solution and include Arrowhead Regional Medical Center’s (ARMC) time clocks. ARMC is currently using time clocks for time and attendance management. This time and attendance management system with UKG is interactive with EMACs, which is the current countywide time and management system.

 

On July 28, 2020 (Item No. 5), as the result of Solicitation No. ARMC120-ARMC-3539, the Board of Supervisors (Board) approved the Agreement with Kronos Incorporated for a Time and Attendance Management System in the amount of $3,000,000, for the period of July 29, 2020 through July 28, 2025.

 

On December 6, 2022 (Item No. 9), the Board approved Amendment No. 1 to the Agreement with Kronos Incorporated for the purchase of additional user licenses for the Time and Attendance Management System, increasing the contract in the amount of $152,521, from $3,000,000 to $3,152,521, with no change to the total term of July 29, 2020 through July 28, 2025.

On July 23, 2024 (Item No. 12), the Board approved Amendment No. 2 to Agreement No. 20-601 with UKG Kronos Systems, LLC for the purchase of five time clocks with accessories and 12-month support, increasing the contract by $26,278 plus taxes, from $3,152,521 to a new total not-to-exceed amount of $3,178,799 plus applicable taxes, with no change to the contract term of July 29, 2020 through July 28, 2025.

 

ARMC recommends the approval of the Amendment to the Agreement with UKG for the continuity of the time and attendance management system and support.
