RECOMMENDATIONS
Recommendation
1. Approve a budget decrease in the amount of $879,848 to Capital Improvement Program Project No. 24-111, decreasing the total project budget to reflect updated cost estimates from $4,200,000 to $3,320,152, for the Multimedia Services Studio Remodel Project in San Bernardino.
2. Authorize the Auditor-Controller/Treasurer/Tax Collector to post necessary budget adjustments to the Capital Improvement Program budget, as detailed in the Financial Impact section (Four votes required).
3. Approve the following addenda to the bid documents for the Multimedia Services Studio Remodel Project in San Bernardino:
a. Addendum No. 1, dated October 6, 2025, to the bid documents, which revised the bid opening date, and revised the mandatory pre-bid meeting date.
b. Addendum No. 2, dated November 3, 2025, to the bid documents which provided answers to pre-bid questions, and modified plans and specification documents.
4. Award Construction Contract in the amount of $1,854,480, to Dalke & Sons Construction, Inc. for a contract period of 155 calendar days from the date of issuance of the Notice to Proceed, for the Multimedia Services Studio Remodel Project in San Bernardino.
5. Authorize the Director of the Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the contract, for a total not to exceed amount of $105,224, pursuant to Public Contract Code Section 20142.
6. Authorize the Director of the Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The proposed budget decrease of $879,848 will adjust the Multimedia Services Studio Remodel Project (Project) (WBSE 10.10.1587) to reflect updated cost estimates and align the total project budget with anticipated expenditures. The recommended contract award to Dalke and Sons Construction, Inc., in the amount of $1,854,480, will be fully funded within the revised total project budget of $3,320,152. The Project will be funded by Discretionary General Funding as approved by the Board of Supervisors on February 6, 2024 (Item No. 20).

BACKGROUND INFORMATION
Approval of this item will award a construction contract to Dalke & Sons Construction, Inc., for the Project located in San Bernardino. The Project will remodel the existing Multimedia Studio room to provide enhancements to the studio layout, and existing studio audio visual equipment which includes demolition and remodeling 3,161 square feet of existing space. This Project will also address some required accessibility modifications to the first-floor restrooms.
On September 4, 2025, pursuant to County Policy 11-15, the Assistant Executive Officer (AEO), determined the Project to be categorically exempt under Section 15301, Class 1(a) of the California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations). No further environmental review is required at this time.
PROCUREMENT
On September 4, 2025, the AEO authorized the Project and Facilities Management Department (PFMD) to advertise for competitive bids. PFMD first advertised on September 26, 2025, in the Daily Press and through the County Electronic Procurement Network (ePro) via Request for Proposals (RFP) No. ANE223-ANE2C-6071. Two mandatory job walks were held on October 2 and 16, 2025, and were attended by twenty-two contractors. The following addenda were issued.
1. On October 6, 2025, Addendum No. 1 was issued to revise the bid opening date and mandatory pre-bid meeting date.
2. On November 3, 2025, Addendum No. 2 was issued to provide clarifications to the mandatory pre-bid meeting date and modified plans and specification documents.

PFMD recommends the Board award the construction contract to Dalke & Sons Construction, Inc., the lowest responsive and responsible bidder. No protest or appeals were received on behalf of the Project.
