RECOMMENDATION(S)
Recommendation
1. Approve and authorize the submission of an allocation acceptance application to the California Department of Housing and Community Development for the Transitional Housing Program to provide housing support to eligible young adults, in the amount of $297,600, effective upon execution through June 30, 2023.
2. Adopt Resolution for the Transitional Housing Program authorizing the Chairman of the Board, the Chief Executive Officer, the Assistant Executive Officer of Human Services or designee, or the Director of Children and Family Services to execute and submit the allocation acceptance application and all documents required to be awarded the allocation from the California Department of Housing and Community Development on behalf of the County, as required by the California Department of Housing and Community Development.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The submission of the allocation acceptance application for the Transitional Housing Program (THP) in the amount of $297,600 to the California Department of Housing and Community Development does not require a match.
BACKGROUND INFORMATION
The California Department of Housing and Community Development has made available a second round of funding to counties in order to assist young adults in securing and maintaining housing. The THP allocation amount is based on each county’s percentage of statewide number of young adults aged 18 to 25. Children and Family Services (CFS) will utilize the allocation to provide housing services to eligible young adults, with priority given to young adults in the foster care and/or probation system. THP services will be provided by existing CFS staff currently performing these types of services or by contract providers to be selected through a competitive procurement process.
THP funds provide assistance to young adults aged 18 to 25 to secure and maintain housing. The use of funds may include, but is not limited to:
• Identify and assist housing services for this population within the community;
• Assist population to secure and maintain housing, with priority given to young adults in the foster care and/or probation system;
• Improve coordination of services and linkages to community services within the child welfare system and the Homeless Continuum of Care; and
• Provide engagement in outreach and targeting to serve those with the most severe needs.
On May 19, 2020 (Item No. 30), the Board of Supervisors (Board) approved the submission of the THP allocation acceptance application for the first round of funding to the California Department of Housing and Community Development in the amount of $297,600, effective upon execution through June 30, 2022. In addition, this item authorized the Chairman of the Board, the Chief Executive Officer, the Assistant Executive Officer of Human Services or designee, or the CFS Director to execute and submit the allocation acceptance application, as required by the State, on behalf of the County. The California Department of Housing and Community Development is developing the first round allocation award agreement.
Approval of this item will allow CFS to submit the required THP allocation acceptance application to the California Department of Housing and Community Development to receive the second round of THP funding in the amount of $297,600, effective upon execution through June 30, 2023. In addition, this item will adopt a second round funding Resolution authorizing the Chairman of the Board, the Chief Executive Officer, the Assistant Executive Officer of Human Services or designee, or the CFS Director to execute and submit the allocation acceptance application, as required by the State, on behalf of the County. Upon receipt of the allocation award agreements (first and second round funding) from the California Department of Housing and Community Development, CFS will return to the Board for approval to accept the awards.
