FINANCIAL IMPACT
Approval of this item will not require the use of Discretionary General Funding (Net County Cost). The total amount of $2,166.30 is funded by the Fish and Game Propagation Fund, which is a portion of the revenue collected by the California Department of Fish and Wildlife from fish and game violations. Adequate appropriation and revenue are included in the Regional Parks Department’s (Department) 2025-26 budget
BACKGROUND INFORMATION
The Royal Rangers began in 1962 in North Texas. Today the, Royal Rangers are a worldwide program that has influenced the lives of over two million men and boys. The Royal Rangers are in all fifty states with their national headquarters in Springfield, Minnesota. Royal Rangers is an adventure-based, merit-driven, faith-based, church ministry and mentoring program for boys in grades K-12.
California Fish and Game Code sections 13103-13104 allows for expenditure of Fish and Game Propagation Fund monies to support Fish and Wildlife awareness and education. Per the amended Bylaws of the County Fish and Game Commission (Commission), approved by the Board of Supervisors (Board) on November 18, 2014 (Item No. 70), the expenditure of Fish and Game Propagation Fund monies must be approved by the Board based upon recommendation by the Commission.
The Commission was established by County Ordinance in 1953 and is an advisory body that makes recommendations to the Board on matters concerning the propagation and protection of fish and wildlife in the county. The Commission receives funding through fine revenue and donations and uses a portion of this funding to support local programs in the community that provide fish and wildlife awareness or education. Each year, the Commission receives applications and votes to award funding to applicants who meet the mission of the Commission.
The Commission received an application for project funds from the Royal Rangers detailing their program and requesting project funds. At the August 23, 2025, Commission meeting, the Royal Rangers presented a proposal to the Commission detailing an application plan. The Commission requested additional information and details regarding the use of the tents and asked the Royal Ranger representative to return with further information. At the September 16, 2025, Commission meeting, the Commission found that the proposal met the California Fish and Game Code requirements and unanimously approved a recommendation to utilize $2,166.30 from the Fish and Game Propagation Fund for Royal Rangers to purchase tents. Once the project was selected, the information was provided to the Department for recommendation to the Board for approval.
