Recommendation
Approve an agreement with Endpoint EMS Consulting LLC to provide consulting services for emergency medical services, in the amount of $140,399, for the period February 12, 2020 through February 11, 2021, as outlined in Attachment B.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). Sufficient appropriation to fund the recommended agreement in the amount of $140,399 exists in the County Administrative Office 2019-20 budget, and will be included in future recommended budgets.
BACKGROUND INFORMATION
The County of San Bernardino, County Administrative Office (County), sought proposals from interested and qualified firms to provide emergency medical services (EMS) consulting services to evaluate the provision of emergency and non-emergency ground ambulance service in exclusive operating areas (EOAs) served under the existing contract with American Medical Response (AMR). The term of the existing contract was extended on several occasions, with a current extension of three years through March 31, 2022.
Under the proposed agreement, Endpoint EMS Consulting LLC will evaluate the following EOAs under contract with AMR: West End Rancho Cucamonga and Upland - EOA 1; Montclair and Chino - EOA 2; Ontario and Chino Hills - EOA 3; Fontana and Lytle Creek - EOA 4; Rialto - 9-1-1 calls in unincorporated areas; inter-facility calls in entire area - EOA 5; San Bernardino - EOA 6; Grand Terrace - EOA 7; Loma Linda - EOA 9. This process will include, but is not limited to interactive industry-stakeholder outreach and meetings; Board of Supervisors (Board) workshops; and EMS data gathering, analysis and comparative analysis to ultimately provide a recommendation for system-wide improvements in areas that promote improved service parameters, fee structure, and performance-based outcomes as part of a final report and recommendation to the Board of Supervisors on components necessary for a new ambulance provider contract. This process will also include an evaluation of how various EMS partners and providers work together in order to make recommendations that best complement the county EMS system. The recommendation(s) and evaluation from Endpoint EMS Consulting, Inc. will be presented in a final summary report that will be shared with the Board.
PROCUREMENT
On October 15, 2019, a Request for Proposal (RFP) for Emergency Medical Services (EMS) consulting services was released through the County of San Bernardino Electronic Procurement Network (ePro). A Mandatory Proposal Conference was held on October 29, 2019 and five vendors attended the conference. The two proposals received by the December 9, 2019 deadline were submitted by Endpoint EMS Consulting LLC and Public Consulting Group. An evaluation panel comprised of representatives from the County Administrative Office, Inland Counties Emergency Medical Agency, and the County Office of Emergency Services evaluated the proposals based on qualifications and experience, technical review, oral presentation and references. Based on this evaluation criteria, Endpoint EMS Consulting LLC scored the highest overall in all areas. The Purchasing Department recommends approval of the agreement with Endpoint EMS Consulting LLC.
