RECOMMENDATION(S)

Recommendation

1.                     Accept the 2023 Update to the Airport Layout Plan Drawing Set with Narrative Report for Chino Airport.

2.                     Authorize the Chair of the Board of Supervisors to execute the 2023 Update to the Airport Layout Plan Drawing Set referenced in Recommendation No. 1

3.                     Authorize the Director of Airports to submit the 2023 Update to the Airport Layout Plan Drawing Set with Narrative Report for Chino Airport to the Federal Aviation Administration.

FINANCIAL IMPACT

Approval of this item will not require the use of Discretionary General Funding (Net County Cost).  There is no cost to accept and submit the 2003 Update to the Airport Layout Plan Drawing Set with Narrative Report for Chino Airport (Updated ALP).

 

BACKGROUND INFORMATION

An airport layout plan (ALP) is a set of drawings that provides a graphic representation of the long-term development plan for an airport. An ALP is required to secure Airport Improvement Program (AIP) funds from the Federal Aviation Administration (FAA) for eligible projects and developments shown on the ALP.

 

On December 6, 2011 (Item No. 7), the San Bernardino County Board of Supervisors (Board) approved a draft Master Plan for Chino Airport, which is a comprehensive study of the airport and typically describes short-term, medium-term, and long-term plans for airport development. An ALP was approved as part of the draft master plan. 

 

The Department of Airports (Department) worked with its consultants and the FAA to update the existing ALP. Among the changes depicted in the Updated ALP are airfield geometry modifications to meet FAA airport design standards. The proposed geometry modification will improve safety of aircraft ground movements, reduce the risk of runway incursions, and mitigate complex pavement intersections that are problematic for pilots to navigate through (known as hotspots). The ALP sets prioritization of pavement/facility preservation and rehabilitation recommendations in order of greatest overall positive impact. The accompanying narrative report provides written explanations of the changes through eleven specific elements. The most significant elements are  the forecasts of potential aviation demand over a 20-year period, Facility Requirements determining the available capacity of various facilities at the airport, Airport Alternatives considering a variety of solutions to accommodate projected airside and landside facility needs, and an environmental evaluation that provides the County with proper guidance regarding and compliance with the National Environmental Policy Act (NEPA) at the time the County is ready to perform eligible projects or developments.

 

The FAA has preliminarily reviewed the updated ALP and is ready for the County to accept the plan. The Department seeks acceptance of the Updated ALP, the Chair of the Board’s execution of the plan drawing set portion of the Updated ALP, and authorization to submit the Updated ALP to the FAA for formal approval. The Department will return to the Board for approval of any AIP grants resulting from the Updated ALP.
