RECOMMENDATION(S)

Recommendation

1.                     Accept and approve grant award agreement (State Agreement No. AE-1920-12) from the California Department of Aging for the Aging and Disability Resource Connection Program to develop and implement the No Wrong Door System to assist older adults, people with disabilities, and caregivers in navigating long-term services and supports, in the amount of $559,514, for the period of March 1, 2020 through June 30, 2021.

2.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the adjustments as indicated in the Financial Impact section below to the Department of Aging and Adult Services 2019-20 budget in the amount of $559,514, for the Aging and Disability Resource Connection Program grant award (Four votes required).

FINANCIAL IMPACT

This item does not require additional Discretionary General Funding (Net County Cost).  The grant award from the California Department of Aging (CDA) for the Aging and Disability Resource Connection (ADRC) Program in the amount $559,514 is 100% state funded.  The Department of Aging and Adult Services (DAAS) is requesting a budget adjustment to the 2019-20 budget for this funding.  Adequate appropriation and revenue will be included in DAAS’ 2020-21 recommended budget.

BACKGROUND INFORMATION

California Senate Bill 80 (SB 80) established the first state ADRC Infrastructure Grants Program in 2019.  The ADRC program develops coordinated networks of programs and services (No Wrong Door Systems) to serve the needs of older adults, people with disabilities, and caregivers in navigating the fragmented/complicated system of long-term services and supports and achieving their personal goals and preferences for healthy aging.  The program assists in enabling consumers to access all long-term services and supports through one agency, organization, coordinated network, or portal. 

 

SB 80 requires CDA to award grants to interested and qualified Area Agencies on Aging (AAA) and Independent Living Centers to 1) complete the planning and application process (as an Emerging ADRC) for designation and approval to operate as an ADRC program and 2) aid Designated ADRC programs in expanding or strengthening services for the purpose of implementing a No Wrong Door System.

 

DAAS, the designated local AAA for San Bernardino County, will use the ADRC grant award to implement a local No Wrong Doors system and ADRC program, as defined in the Welfare and Institutions Code, Section 9121(b).  ADRC core services/functions include enhancing information and referral services, options counseling, short-term coordination, and transition services from facilities to home.  CDA also encourages AAA to establish its local No Wrong Doors/ADRC related services by partnering with local long-term services and supports organizations.

 

On February 25, 2020, DAAS received notification from CDA of its approval as an Emerging ADRC serving San Bernardino County and the intent to form a local No Wrong Door System.  On March 25, 2020, DAAS received the grant award agreement (State Agreement No. AE-1920-12) form CDA in the amount of $559,514, for the period of March 1, 2020 through June 30, 2021.  As required by CDA, DAAS submitted a draft of the budget by the May 5, 2020 deadline.  The Board of Supervisors (Board) approved grant award agreement must be submitted to CDA by May 29, 2020.

 

This item is being presented at this time, as this is the first available date following the required operational, fiscal, and legal reviews.  Approval by the Board at this time will not impact DAAS’ ADRC services or activities.
