Construction Contract with CDG Builders, Inc., for the ARMC Sterilization System Installation and ARMC Sonic Irrigation Replacements Projects in Colton

RECOMMENDATION(S)
Recommendation
1. Approve Addendum No. 1 to the bid documents for the ARMC Sterilization System Installation and ARMC Sonic Irrigation Replacements projects, dated January 6, 2025, providing clarification to contractors’ questions and request for information and changing the bid opening date from January 20, 2025, to January 21, 2025.
2. Award construction contract to CDG Builders, Inc., in the amount of $1,164,150, for both the ARMC Sterilization System Installation and ARMC Sonic Irrigation Replacements projects in Colton.
3. Authorize the Director of Project and Facilities Management Department to order any necessary changes or additions in the work being performed under the contract, for a total not to exceed $70,707 pursuant to Public Contract Code Section 20142.
4. Authorize the Director of Project and Facilities Management Department to accept the work when 100% complete and execute and file the Notice of Completion.

FINANCIAL IMPACT
Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The contract award will be fully funded by both the ARMC Sterilization System Installation (WBSE 10.10.1142) and ARMC Sonic Irrigation Replacements (WBSE 10.10.1066) project budgets, totaling $6,088,736. This includes the project (collectively referred to as the 'Project') budget of $5,212,983 and $875,753, respectively, both funded through ARMC Enterprise Funds, as approved by the Board of Supervisors on June 11, 2024 (Item No. 110). Sufficient appropriation and revenue are included in the 2024-25 Capital Improvement Program (CIP) budget to award this contract.

BACKGROUND INFORMATION
The recommended action will award a construction contract to CDG Builders, Inc. for the Project located in Colton, which consist of the replacement and remodeling of the decontamination area equipment.
The ARMC Sterilization System Installation Project includes the removal of three existing sterile washers, three sinks, and the stainless-steel barrier wall separating the clean and decontamination areas. The project will install four new sterile washers, three new sinks, and a new stainless-steel barrier wall within the Sterile Processing Department. Additionally, the existing walls will be repaired as needed, and new flooring will be installed throughout the project areas.
The ARMC Sonic Irrigation Replacements project involves the removal of two existing sonic irrigators and the installation of three new sonic irrigators. Minor modifications may be made to accommodate the new equipment as necessary. Existing walls will be repaired on an as needed basis and new flooring within all project areas will be installed.
On November 19, 2024 (Item No. 33), the Board of Supervisors (Board) found the Project to be categorically exempt from further review under Section 15302, Class 2, subsection (b) and (c), Replacement or Reconstruction of the California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations). No additional CEQA review is required at this time.
This Project is consistent with the County Administrative Office (CAO) approved CIP Project Nos. 21-065 and 21-154.
PROCUREMENT
On November 19, 2024 (Item No. 33), the Board authorized Project and Facilities Management Department (PFMD) to advertise for competitive bids via Request for Proposals (RFP) No. ANE223-ANE2C-5686. On November 22, 2024, PFMD advertised for bids in the San Bernardino Sun and on the County Electronic Procurement Network (ePro). On December 4, 2024, prospective bidders attended a mandatory job walk. On January 21, 2025, the following two bids were received:
