RECOMMENDATION(S)

Recommendation

Acting as the governing body of the San Bernardino County Fire Protection District:

1.                     Adopt the Initial Study and Mitigated Negative Declaration for the County Fire Station 227 New Build Project in San Bernardino.

2.                     Adopt the Mitigation Monitoring and Reporting Plan for the County Fire Station 227 New Build Project in San Bernardino.

3.                     Approve the County Fire Station 227 New Build Project, as defined in the Initial Study and Mitigated Negative Declaration.

4.                     Approve the plans and specifications for the County Fire Station 227 New Build Project located in San Bernardino.

5.                     Authorize the Project and Facilities Management Department to advertise for competitive bids for the County Fire Station 227 New Build Project.

6.                     Direct the Project and Facilities Management Department to file the Notice of Determination in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The County Fire Station 227 New Build Project (Project) (WBSE 10.10.1202) will be funded through San Bernardino County Fire Protection District’s (SBCFPD) Valley Regional Service Zone budget (5802272434). The Project is supported by an initial allocation of $7,000,000 to fund the feasibility study, design, and contractor solicitation phases. It is anticipated that, at the time a contract is presented to the Board of Directors (Board) for consideration, a budget adjustment will also be brought forward if supplemental funding is required to fully fund the Project, contingent upon the cost of contractor bids.

 

BACKGROUND INFORMATION

Approval of this item will allow the Project and Facilities Management Department (PFMD) to solicit bids for the Project located at 180 West 38th Street in San Bernardino.

 

SBCFPD operates Fire Station No. 227, which provides fire, emergency medical responses, and rescue services for the communities in the City of San Bernardino. Fire Station 227 is scheduled for replacement due to it being built over 60 years ago. The current facility is limited in its ability to provide modern fire service operations and no longer meets current building codes and safety standards which have changed significantly since its construction. The Project will construct a new 10,764 square foot fire station that directly supports the SBCFPD’s mission to provide timely and effective emergency services to residents. By improving response times and enhancing operational efficiency, the Project will strengthen the County’s overall emergency response capabilities and ensure continued protection for residents and businesses.

 

In accordance with the California Environment Quality Act (CEQA) and CEQA Guidelines, an Initial Study (IS) was conducted to identify potential impacts that the Project may have on the environment. The IS concluded that all potentially significant environmental impacts resulting from construction can be mitigated to a less than significant level. Therefore, a Mitigated Negative Declaration (MND) is warranted.

 

The MND was circulated on June 18, 2025, to the responsible and trustee agencies, interested organizations and individuals, and the State Clearinghouse for the 30-day comment period as specified in the CEQA Guidelines. One Comment was received from SCAQMD, and their request has been included in the final MND.

 

This Project is consistent with the County Administrative Office approved CIP No. 22-015.

 

PROCUREMENT

PFMD will advertise for competitive bids for the Project on Friday, October 24, 2025. A Mandatory Pre-bid Meeting for prospective bidders is scheduled to be conducted on Thursday, November 6, 2025, at 10:00 a.m. at the intersection of 38th Street and North Genevieve Street in San Bernardino. The bid opening for the Project is scheduled for December 16, 2025, at 10:00 a.m. at PFMD, 620 South E Street, San Bernardino, CA 92415.

 

Once PFMD has identified the lowest responsible and responsive bidder, a Board Agenda Item will be presented to the Board for approval to award a construction contract.

 

Pursuant to California Public Contract Code sections 22032 and 22039, the Board shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Secretary of the Board.
