Recommendation

Approve Amendment No. 2, effective June 8, 2021, to non-financial Contract No. 20-980 with Public Health Institute, in conjunction with Arrowhead Regional Medical Center as a provider of COVID-19 positive test information to Public Health Institute, for follow up case investigation, contact tracing, COVID-19 counseling, daily case/contact management services, and logistical support to control and suppress SARS-CoV-2 and COVID-19, with no change to the contract period of October 16, 2020 through August 31, 2021.

FINANCIAL IMPACT

The recommended contract amendment is non-financial in nature and as such, does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

The recommended amendment to the contract with Public Health Institute (PHI) will expand the scope of work provided by PHI to include logistical support to the Department of Public Health (DPH) and Arrowhead Regional Medical Center (ARMC) COVID-19 vaccine clinics across the County.

 

The addition of logistical support, such as the provision of phone operators and data collection efforts, will assist ARMC and DPH’s ability to send positive COVID-19 testing information to PHI for the implementation of case investigation and contact tracing. PHI will initiate contact with the positive COVID-19 patient for contact tracing, counseling, and daily case/contact management. This will increase and improve the County’s effectiveness in contact tracing efforts for patients diagnosed with COVID-19 and those with whom these patients have been in recent contact. Partnership between ARMC, DPH, and PHI will assist to reduce the spread of the virus, notify possible infected persons to self-quarantine and take appropriate actions.

PHI currently works in over 20 countries and brings a successful history and 18 years of experience working on global health fellowship and recruiting programs. PHI is engaged in research, emerging initiatives, and policy and advocacy work within the United States and abroad.

 

On October 16, 2020, the County Chief Executive Officer executed a non-financial contract with PHI  for support of DPH’s contact tracing efforts, implementing case investigation, contact tracing, COVID-19 counseling, and daily case/contact management to control and suppress severe acute respiratory syndrome coronavirus 2 (SARS-CoV-2) and COVID-19. Contract No. 20-980 was subsequently ratified by the Board of Supervisors (Board) on November 17, 2020 (Item No. 42).

 

On March 2, 2021 (Item No. 30), the Board approved Amendment No. 1, effective March 2, 2021, to non-financial Contract No. 20-980 with PHI, adding ARMC as an additional provider of COVID-19 positive test information to PHI for follow up case investigation, contact tracing, counseling, and daily case/contact management services to control and suppress SARS-CoV-2 and COVID-19, with no change to the contract period of October 16, 2020 through August 31, 2021.

 

Approval of the recommended Amendment No. 2 to Contract No. 20-980 with PHI will continue to provide for the safety, health and social service needs of San Bernardino County residents by helping mitigate the spread of the virus.
