Recommendation
Approve Amendment No. 3, effective July 1, 2022, to Contract No. 14-609 with the Town of Yucca Valley, for the continued provision of animal shelter services in the unincorporated areas of the Morongo Basin region, increasing the amount by $2,154,511, from $2,428,789 to $4,583,300, and extending the term for an additional five years, for the total contract period of July 1, 2014 through June 30, 2027.

FINANCIAL IMPACT
Approval of this item may result in the need for additional Discretionary General Funding (Net County Cost) in the future. The contract amendment is for $2,154,511 over five years, at an annual average of $430,902. The new amounts are higher than the current year due to animal shelter services cost increases. The cost increases are specific to animal food/bedding, basic veterinary supplies, professional veterinarian services, and an increase in the cost of utilities. The Town of Yucca Valley (Town) submits quarterly invoices based on budgeted costs, less any revenue received for that quarter. At fiscal year-end, the Town submits a fifth invoice to request or remit payment to reconcile San Bernardino County (County) quarterly payments to actual costs. If actual costs exceed the budget threshold, additional Discretionary General Funding will be required, as detailed above. Adequate appropriation and revenue have been included in the Department of Public Health’s (DPH) 2022-23 recommended budget and will be included in future recommended budgets.
BACKGROUND INFORMATION
The recommended amendment enables the Town to continue providing animal shelter services on behalf of the DPH Animal Care and Control (ACC). DPH ACC provides animal shelter services to the unincorporated areas throughout the County. DPH ACC utilizes contract shelters in outlying unincorporated areas where the County does not own or operate a shelter.
These contract facilities reduce travel time for field animal control officers and make it easier for residents to retrieve and/or adopt impounded animals. Services provided by these shelters include housing, rabies quarantine, stray animal impound, and stray animal euthanasia in accordance with County ordinance and State law. In addition, these shelters collect licensing revenue and other fees on behalf of the County and may also contract with local veterinarians for spay and neuter services of adopted animals.
On June 24, 2014 (Item No. 63), the Board of Supervisors (Board) approved Contract No. 14-609 with the Town to provide animal shelter services to the unincorporated areas of the Morongo Basin region. The original contract amount was for $257,686 for fiscal year 2014 to 2015.
On June 2, 2015 (Item No. 62), the Board approved Amendment No. 1 to Contract No. 14-609, with the Town to continue to provide animal shelter services to the unincorporated areas of the Morongo Basin region, increasing the total contract amount by $837,321, from $257,686 to $1,095,007, for the total contract period of July 1, 2014 through June 30, 2018.
On March 22, 2018 (Item No. 92), the Board approved Amendment No. 2, effective July 1, 2018, to Contract No. 14-609 with the Town, increasing the contract amount by $1,333,782, from $1,095,007 to $2,428,789, and extending the term for an additional four years, for the total contract period of July 1, 2014 through June 30, 2022, for the continued provision of animal shelter services in the unincorporated areas of the Morongo Basin region.
The Town’s performance will be monitored by review of monthly reports and an annual site visit to ensure compliance with the administrative, program, and fiscal terms and conditions of the contract. The Town will cooperate with County in the implementation, monitoring, and evaluation of this contract and comply with any and all reporting requirements established by this contract. The Town’s charges must be for services provided to eligible beneficiaries under this funded program. The County reserves the right to request additional program and/or fiscal reports to facilitate this monthly review. The contract may be terminated without cause by the County with 30 days written notice.
