RECOMMENDATION(S)

Recommendation

Adopt Resolution to accept segments of Valencia Avenue, from Cherry Avenue east, for approximately 0.06 miles, and from Beech Avenue east to Sultana Avenue, located in the Fontana area, into the County Maintained Road System, pursuant to Streets and Highways Code Section 941.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). It will cost less than $1,000 to update the Department of Public Works (Department) records, while future road maintenance costs will be funded by Gas Tax revenue. Sufficient appropriation and revenue are included in the Department’s 2024-25 Road Operations budget and will be included in future recommended budgets.

 

BACKGROUND INFORMATION

The Highway Planning Technical Committee (HPTC) convened on January 29, 2025, to discuss the acceptance of the following roads in the Fontana area, into the County Maintained Road System (CMRS):

Valencia Avenue from Cherry Avenue east for approximately .06 miles, is located within the boundary of Parcel Map No. 16499. Parcel Map No. 16499 was recorded with the Assessor-Recorder-County Clerk on October 18, 2004, in Book 204, pages 100 and 101. This road was constructed by County Standards in 2005. A permit to construct the road was issued in 2004.

 

Valencia Avenue from Beech Avenue east to Sultana Avenue, is located within the boundary of Parcel Map No. 16498. Parcel Map No. 16498 was recorded with the Assessor-Recorder-County Clerk on January 12, 2005, in Book 206, pages 9 and 10. This road was constructed by County Standards in 2005. A permit to construct the road was issued in 2004.

 

The completion of the permit process was not followed by formal action to accept either segment of Valencia Avenue into the CMRS at that time. Therefore, the Department has not provided maintenance on either segment of Valencia Avenue.

 

Pursuant to Streets and Highways Code Section 941, the Board of Supervisors may accept roads necessary for public convenience into the CMRS. HPTC determined at its January 29, 2025, meeting that the proposed roadways connect to paved existing CMRS roads, meet right-of-way width requirements, and, therefore, meet the Department's criteria for accepting roads into the CMRS.

 

This item aligns with the County and the Chief Executive Officer’s goals and objectives to provide for the safety, health, and social service needs of County residents by ensuring the proper maintenance of these sections of roadway.
