RECOMMENDATION(S)
Recommendation
Acting as the governing body of Board Governed County Service Area 60 - Apple Valley Airport:
1. Find the Apple Valley Airport Taxiway Rehabilitation Project is exempt under the California Environmental Quality Act Guidelines, Section 15301 Class 1 Subsection (a), (d), (e) minor alteration of existing structure and Section 15302 Class 2 Subsection (b), replacement or reconstruction of existing structures.
2. Approve the plans and specifications for the Apple Valley Airport Taxiway Rehabilitation Project located at 21600 Corwin Road in Apple Valley.
3. Authorize the Project and Facilities Management Department to advertise for competitive bids for the Apple Valley Airport Taxiway Rehabilitation Project.
4. Direct the Project and Facilities Management Department to file the Notice of Exemption in accordance with the California Environmental Quality Act.

FINANCIAL IMPACT
Approval of the item will not require the use of Discretionary General Funding (Net County Cost). The Apple Valley Airport Taxiway Rehabilitation Project (Project) (WBSE 10.10.0060) budget of $1,620,000 is funded by Enterprise Apple Valley Airport Improvement Funds as approved by the Board of Supervisors (Board) as part of the 2024-25 Capital Improvement Program (CIP) budget. Approval of necessary related budget adjustments is not requested at this time but will be included in a future quarterly countywide budget report or Board Agenda Item (BAI) presented to the Board for approval if necessary.
BACKGROUND INFORMATION
The recommended actions will allow the Project and Facilities Management Department (PFMD) to solicit competitive bids for the Project located in Apple Valley. The Department of Airports (Department) manages County Service Area 60’s Apple Valley Airport (Airport). The Airport was built in 1970 and is the gateway to the High Desert. Services available at the Airport include fuel, food, maintenance, rentals, and flight training. The Project will provide for the widening and rehabilitation of Taxiway A at the Airport. The Project includes reconstructing asphalt and concrete pavement, constructing a new ribbon and water line, drainage system improvements, new taxiway illumination, demolition of electrical conduit and cables, and relocation of fire hydrants.
It is recommended the Board find the Project to be categorically exempt pursuant to California Environmental Quality Act (CEQA) Guidelines (Title 14, California Code of Regulations), Section 15301, Class 1 Subsection (a)(d)(e), minor alteration of existing structure and Section 15302 Class 2 Subsection (b), replacement or reconstruction of existing structures. As evidenced by the Notice of Exemption, Section 15301 provides categorical exemption for projects involving Class 1, Subsection (a)(d)(e), minor alteration of existing structure and Class 2, Subsection (b), replacement or reconstruction of existing structures. All work involved in the Project is consistent with Class 1 and Class 2 exemptions and will not have a significant environmental impact.
PROCUREMENT
PFMD will advertise competitive bids for the Project on Friday, January 17, 2025. A mandatory pre-bid meeting for prospective bidders is scheduled Wednesday, January 29, 2025, at 11:00 a.m. at the Apple Valley Airport, located at 21600 Corwin Road Apple Valley. The bid opening for the Project is scheduled for Wednesday, February 26, 2025, at 10:00 a.m. at PFMD, 620 South E Street, San Bernardino, CA 92415-0184.
Once PFMD has identified the lowest responsive bidder, a BAI will be presented to the Board for approval to award a construction contract.
Pursuant to California Public Contract Code sections 22032 and 22039, the Governing Body of County Service Area 60 - Apple Valley Airport shall adopt plans, specifications, and working details for public projects exceeding $200,000. Plans and specifications are on file with the Clerk of the Board.
