RECOMMENDATION(S)

Recommendation

1.                     Approve Capital Improvement Program Project No. 25-151, in the amount of $4,183,616, for the Sheriff’s Department Rosena Ranch Substation Project, located at the Northeast corner of Lytle Creek Road and Glen Helen Parkway in Fontana.

2.                     Approve appropriation and revenue adjustments to fund the Capital Improvement Program Project and authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). Building Replacement Reserve funding in the amount of $4,183,616 will be used to fund this project. The following 2024-25 budget adjustments are necessary to establish the Capital Improvement Program (CIP) Project No. 25-151 (Project) budget:

BACKGROUND INFORMATION

Rosena Ranch, formed in 2007, is a master planned community consisting of 2,000 homes and an elementary school, located on 25 acres next to the Lytle Creek delta and Interstate 15. Currently, the Fontana Sheriff Station, located at 17780 Arrow Boulevard in Fontana, serves the Rosena Ranch community.  Although this station is approximately only ten miles away from Rosena Ranch, the substantial increase in vehicle traffic and limited route access to Rosena Ranch have significantly increased response times. 

 

On March 7, 2017 (Item No. 23), the Board of Supervisors approved CIP Project No. 17-268 to build a new fire station in the Rosena Ranch area, which is currently in progress. It has been determined that building a Sheriff sub-station as part of a joint public safety facility would be of considerable benefit to this community, improving efficiency and reducing public safety response times.

 

The recommended actions will establish the Project and budget to allow the Project and Facilities Management Department to oversee and manage the one contract under two project numbers.
