RECOMMENDATION(S)

Recommendation

1.                     Approve non-financial Memorandum of Understanding Template for utilization with area Colleges for Student Internship Programs, for a maximum term not-to-exceed five years.

2.                     Authorize the Assistant Executive Officer of Human Services or Deputy Executive Officer of Human Services or Director of the Preschool Services Department to execute the standard Memorandum of Understanding with the individual Colleges on behalf of the County.

FINANCIAL IMPACT

This Memorandum of Understanding (MOU) template is non-financial in nature therefore, does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

The recommended non-financial MOU template will allow Preschool Services Department (PSD) to provide training, required field experience and degree-related internship hours to interns in various early childhood education, health, nursing, social work, nutrition, marriage and family support services, and social work programs from local area Colleges. PSD will provide learning experiences that will help students receive the skills they need to prosper in the 21st century economy, which aligns with the San Bernardino Countywide Vision2Succeed initiative.

 

PSD provides training to student interns participating in a variety of education programs, including early childhood education, nutrition, nursing, social work, and marriage and family support services. PSD's population of children ages 0 to 5 provides interns with required field experience and degree-related internship hours. 

 

PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families.  The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.  Head Start and State Preschool programs have been operating in San Bernardino County since 1965.  Since 1999, PSD has provided these programs through a combination of direct and contracted services.
