RECOMMENDATION(S)
Recommendation
1. Approve Grant Agreement with the State of California, Office of Traffic Safety (State Grant No. PT24168) in an amount not to exceed $1,110,000, for the Selective Traffic Enforcement Program, for the period of October 1, 2023 through September 30, 2024.
2. Authorize the Sheriff/Coroner/Public Administrator, Undersheriff, and the Chief Deputy Director of Sheriff’s Administration, as required by the State of California, Office of Traffic Safety, to execute and submit electronically the grant award documents and any non-substantive amendments necessary on behalf of the County, subject to review by County Counsel.
3. Direct the Sheriff/Coroner/Public Administrator, Undersheriff or Chief Deputy Director of Sheriff’s Administration to transmit any amendments in relation to this grant award to the Clerk of the Board of Supervisors within 30 days of execution.
4. Approve the purchase of one transport trailer, as an unbudgeted fixed asset, in the amount of $45,000, to be used in grant related activities.
5. Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary budget adjustments to the Sheriff/Coroner/Public Administrator’s 2023-24 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT
Approval of this item will not result in the use of additional Discretionary General Funding (Net County Cost). The Sheriff/Coroner/Public Administrator (Department) will receive reimbursement in an amount not to exceed $1,110,000 from the State of California, Office of Traffic Safety (OTS) for the Selective Traffic Enforcement Program (STEP). The grant funding will be used to perform specific STEP-related activities in the cities of Chino Hills, Grand Terrace, Hesperia, Highland, Loma Linda, Rancho Cucamonga, Twentynine Palms, Victorville, Yucaipa, and the Towns of Apple Valley and Yucca Valley. No matching funds are required.
STEP expenses include personnel overtime, travel, contractual services, equipment, trailer and other direct costs as listed in the table below for saturation patrols and other grant operations.
The Department requests the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the 2023-24 budget, as detailed below:

BACKGROUND INFORMATION
The State of California OTS provides funding to local law enforcement agencies through STEP for activities aimed to reduce the number of persons killed or injured in crashes involving alcohol and other primary collision factors.
On January 30, 2023, the County Chief Executive Officer approved the submission of the electronic grant application to OTS in the amount of $1,638,277. The County’s application was tentatively accepted, subject to Board of Supervisors (Board) approval. The final grant award notice, in the amount of $1,110,000, was received by the Department on July 14, 2023, and is being submitted to the Board for approval on the first available meeting date upon completion of the review process.
Through STEP, the cities of Chino Hills, Grand Terrace, Hesperia, Highland, Loma Linda, Rancho Cucamonga, Twentynine Palms, Victorville, Yucaipa, and the Towns of Apple Valley and Yucca Valley will conduct 101 saturation patrols. Saturation patrols are an operation wherein a large number of officers are concentrated into a small geographic area, commonly used for Driving Under the Influence (DUI) checkpoints. Other grant operations include various enforcement activities such as traffic, distracted driving, motorcycle safety, “Click It or Ticket” and traffic safety educational presentations. The goals of STEP are to reduce the number of victims killed or injured in alcohol-involved crashes in the participating cities and to highly publicize the Department’s enforcement efforts during the following National Highway Traffic Safety Administration (NHTSA)-specified periods:
• Winter Holiday Mobilization: December 13, 2023 - January 1, 2024
• Summer Mobilization: August 14, 2024 - September 2, 2024
Additional saturation patrols (as allowed by the grant budget) outside the mobilization periods may include Super Bowl Sunday, St. Patrick’s Day, Cinco de Mayo, and Halloween.
Other grant funded operations will include specific STEP activities aimed at providing eight services including 13 DUI/driver’s license checkpoints, 51 traffic enforcement operations, 34 distracted driving enforcement operations, 11 motorcycle safety enforcement operations, five night-time “Click It or Ticket” enforcement operations, 23 publicized operations in areas where high numbers of bicycle and pedestrian collisions occur, eight Know Your Limit campaigns, and nine traffic safety educational presentations. Approval of Recommendation No. 4 will allow the purchase of one transport trailer, as an unbudgeted fixed asset, to be used in grant related activities.
Authorization is requested for the Sheriff/Coroner/Public Administrator, Undersheriff and Chief Deputy Director of Sheriff’s Administration to accept and submit electronically the grant awards and any non-substantive award amendments, as required by the State of California, Office of Traffic Safety.
