Recommendation
Approve Revenue Contract with the Child Care Resource Center, including a non-standard term, for funding in the minimum amount of $3,000 to support the Quality Start San Bernardino Program, for the period July 1, 2024, through June 30, 2027.

FINANCIAL IMPACT
This item does not impact Discretionary General Funding (Net County Cost). The Revenue Contract with the Child Care Resource Center (CCRC) provides funding in the minimum amount of $1,000 annually for the Preschool Services Department’s (PSD) Early Head Start (EHS) - Home Based Program that is 100% State funded through the California Department of Education. PSD is not requesting adjustments to its 2024-25 budget at this time but may return to the Board of Supervisors to request such adjustments, if necessary. Adequate appropriation and revenue will be included in the 2025-26 recommended budget.
BACKGROUND INFORMATION
PSD operates the EHS Program, which serves approximately 583 children through direct services throughout San Bernardino County. The program provides education, health, cognitive, social/emotional, physical growth and development, and parent-involvement services for children ages 0 to 5 years with the overall goal of increasing the school readiness of young children in economically disadvantaged families.
CCRC is the administrator of the Quality State San Bernardino (QSSB) funding for EHS. QSSB is the county’s Quality Rating and Improvement System (QRIS) designed to help childcare programs, preschools, and alternative school-readiness programs, provide the highest quality early learning experiences possible. QSSB supports quality early learning by establishing standards that define what quality means and looks like for early care and education programs, providing measuring programs using these standards, offering and connecting educators to professional development opportunities, and helping parents and caregivers find quality programs for their children.
Under the terms of the recommended Revenue Contract, CCRC will distribute Quality Start San Bernardino (QSSB) Program incentive funds, in accordance with the QSSB fiscal provisions, to PSD for the purchase of Quality Improvement program enhancements such as training and development of teaching staff and purchasing of tools and resources for the EHS - Home Based Program.
The Revenue Contract includes a term that differs from the standard County contract. The non-standard term is as follows:
The County is required to indemnify CCRC for injury to persons and property arising out of negligent acts or omissions of the County.
• The County standard contract does not include any indemnification or defense by the County of a contractor.
• Potential Impact: By agreeing to this indemnification, the County could be contractually waiving the protection of sovereign immunity. Claims that may otherwise be barred against the County, time limited, or expense limited could be brought against the indemnitees without such limitations and the County could be responsible to defend and reimburse the indemnitees for costs, expenses, and damages.
PSD recommends approval of the Revenue Contract retroactively, including the non-standard term, to allow PSD to continue providing EHS home-based services for infants and toddlers through home visits made by Home Support Workers.
This item is being presented at this time, as PSD received the QSSB contract from CCRC on February 23, 2025, however the evaluation for program participation began July 1, 2024. Upon receipt of the contract, the PSD Contracts Team collaborated with CCRC to review and clarify contract language as written. This is the first available date following the required fiscal, administrative, and legal reviews. Approval at this time will not impact PSD’s Early Head Start - Home Based Program.
