RECOMMENDATION(S)

Recommendation

1.                     Approve amendments to revenue contracts with the following 14 cities and towns, for the provision of law enforcement services, increasing the total annual revenue by $13,968,827 from $216,088,508 to $230,057,335, with no change to the original contract term of July 1, 2025, through June 30, 2026:

a.                     Amendment No. 30 to Contract No. 01-1251 with City of Adelanto, in the amount of $503,035.

b.                     Amendment No. 35 to Contract No. 94-521 with the City of Big Bear Lake, in the amount of $397,944.

c.                     Amendment No. 41 to Contract No. 94-765 with the City of Chino Hills, in the amount of $1,254,367.

d.                     Amendment No. 33 to Contract No. 94-797 with the City of Grand Terrace, in the amount of $168,797.

e.                     Amendment No. 39 to Contract No. 94-937 with the City of Hesperia, in the amount of $1,384,549.

f.                     Amendment No. 43 to Contract No. 94-522 with the City of Highland, in the amount of $868,312.

g.                     Amendment No. 37 to Contract No. 94-523 with the City of Loma Linda, in the amount of $467,186.

m.                     Amendment No. 37 to Contract No. 94-798 with the Town of Apple Valley, in the amount of $1,401,564.

n.                     Amendment No. 35 to Contract No. 94-832 with the Town of Yucca Valley, in the amount of $419,817.

2.                     Approve the purchase of three safety vehicles as unbudgeted fixed assets with an estimated amount of $198,052.

3.                     Authorize the Auditor-Controller/Treasurer/Tax Collector to post the necessary adjustments to the Sheriff/Coroner/Public Administrator’s 2025-26 budget, as detailed in the Financial Impact section (Four votes required).

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost). The County is reimbursed for the direct and administrative costs of providing law enforcement services. The Sheriff/Coroner/Public Administrator (Department) is requesting a budget adjustment of $12,481,764 to reflect the increase in service levels and updated costs due to the approved Memoranda of Understanding.

 

The Department requests the Auditor-Controller/Treasurer/Tax Collector to post the following adjustments to the 2025-26 budget:

BACKGROUND INFORMATION

The Department provides contracted law enforcement services to the 14 cities and towns, acting as their police departments, wherein the contracts, identified in Recommendation No. 1, are amended annually to update costs and service levels, as needed.  Additionally, the Department provides law enforcement services to Yuhaaviatam of the San Manuel Nation as agreed through the Intergovernmental Agreement No. 18-207.

 

On June 18, 2025 (Item No. 92), the Board of Supervisors (Board) approved amendments to revenue contracts with the 14 cities and towns, extending the provision of law enforcement services for one year, from July 1, 2025, through June 30, 2026.

 

On September 9, 2025 (Item No. 36), the Board approved a new Memorandum of Understanding between San Bernardino County and the Sheriff’s Employees’ Benefit Association (SEBA) for employees in the Safety and Safety Management and Supervisory units. The new Memorandum provides for increases to salaries and benefits of the employees represented by SEBA effective October 4, 2025. The Amendments reflect updated salary and benefit rates due to negotiated salary increases per the new Memorandum of Understanding between San Bernardino County and SEBA. The request for the Board’s approval of the Amendments and the budget adjustment is being brought at the earliest available meeting after the increased cost calculations were concluded and approvals from the cities and towns were obtained.

 

Approval of Recommendation No. 2 will allow the Department to procure safety vehicles requested by various cities and towns following service level increases, which is necessary to meet our contractual obligations.

 

All of the law enforcement contracts provide for termination by either party upon one-year advance written notice.
