Recommendation

Approve Amendment No. 1 to Revenue Agreement No. 22-554 with The Center for Comprehensive Care & Diagnosis of Inherited Blood Disorders to decrease the revenue amount to be paid to Arrowhead Regional Medical Center by $1,047,863, from $1,571,795 to $523,932, with no change to the term of the latter of July 1, 2022 or the date on which Arrowhead Regional Medical Center is notified that the State has allocated funds for the project, through June 30, 2025.

FINANCIAL IMPACT

Approval of this item will not result in the use of Discretionary General Funding (Net County Cost) as the costs for services provided at Arrowhead Regional Medical Center (ARMC) will be reimbursed up to $523,932 by The Center for Comprehensive Care & Diagnosis of Inherited Blood Disorders (CIBD). Adequate appropriation and revenue have been included in the ARMC 2023-24 budget and are included in the 2024-25 recommended budget.

 

BACKGROUND INFORMATION

Approval of Amendment No. 1 (Amendment) to Revenue Agreement No. 22-554 (Agreement) with CIBD will allow ARMC to continue to participate in providing services for sickle cell disease patients throughout the county. The Networking California For Sickle Cell Care (“Project”) has provided access to specialty care and improved quality of care for adults with sickle cell disease, support workforce expansion for coordinated health services, conduct surveillance to monitor disease prevalence, healthcare utilization, complications and costs, and create a public awareness campaign.

 

The State of California Budget Act of 2019 allocated funds to CIBD to establish a network of sickle cell disease centers in various counties throughout the state. CIBD is a nonprofit, public benefit corporation specializing in the treatment of rare, chronic, inherited blood disorders located in Orange County. CIBD partners with community providers and local surrounding hospitals to provide comprehensive care to those suffering with sickle cell anemia and other inherited blood disorders.

 

On June 28, 2022 (Item No. 11), the Board of Supervisors (Board) approved the Agreement with CIBD to establish a Sickle Cell Disease Center at ARMC in an amount not to exceed $1,571,795, effective on the latter of July 1, 2022, or the date upon which ARMC is notified that the State has allocated funds for the Project for 2023-24, through June 30, 2025. 

 

At the time the Agreement was approved, CIBD anticipated that the State would continue to allocate funds for the Project for future fiscal years.  However, CIBD recently informed ARMC that the State did not allocate funds for the Project for future fiscal years within the term of the Agreement, thereby requiring that the original anticipated funding be decreased based on budget limitations. Due to the decrease in State funding, the Program will no longer include the four additional staff members provided through this Agreement, minimizing the number of patients that will receive medical care at ARMC after June 30, 2025.

 

ARMC recommends approval of this agreement to continue to provide for the health and safety of county residents by providing specialty care for adults with sickle cell disease.
