Recommendation

Approve a non-financial Memorandum of Understanding with the Hope Through Housing Foundation to exchange limited student information for the period of February 12, 2020 through January 31, 2025.

FINANCIAL IMPACT

This Memorandum of Understanding (MOU) is non-financial; therefore, it does not impact Discretionary General Funding (Net County Cost).

 

BACKGROUND INFORMATION

The Hope Through Housing Foundation (HTHF) provides various social services to low and moderate-income residents in the County of San Bernardino and beyond, including residents of the Olive Meadow and Valencia Vista residential communities at Arrowhead Grove (formerly Waterman Gardens) in San Bernardino. In an effort to gain a better understanding of the academic performance and/or attendance of the residents aged 0 to 5 years in Head Start, the Preschool Services Department (PSD) will share certain limited data with HTHF regarding Head Start students and families. 

 

PSD will provide data to HTHF twice per year, submitting the initial data at the start of the calendar year, and the second set of data at the start of the school year (July or August). The information provided to HTHF will not include any specific or personal identifying information. The information shared will be limited to:

 

                     The total number of children enrolled at a requested PSD Head Start location,

                     The number of those children that are also residents of Olive Meadow or Valencia Vista, and

                     Non-identifiable academic performance data, periodically but no less often than annually.

 

The purpose stated in the MOU is to gain a better understanding of the academic performance and attendance of the children aged 0 to 5 years residing in Arrowhead Grove.  HTHF’s purpose in obtaining the data is to identify opportunities to encourage resident enrollment.  Additionally, HTHF will make information available to Arrowhead Grove residents regarding other County social service programs for families with children.

 

PSD provides Head Start, Early Head Start, and State Preschool programs that include comprehensive child development and family services comprised of education, health, nutrition, parent involvement, and psychological services for children ages 0 to 5 and their families.  The overall goal of these programs is to increase the health and school readiness of disadvantaged children and increase the self-sufficiency of low-income families.  Head Start and State Preschool programs have been operating in San Bernardino County since 1965.  Since 1999, PSD has provided these programs through a combination of direct and contracted services.
